city's 46 precincts gave 12.34(1
votes against requesting Gov. J.
Lindsay Almond Jr. to return the
schools to 8,712 votes for making
the request. .
The outcome of the balloting is
not binding on the council, al
though at least five of its seven
members had indicated they
would act on a majority vote.
