AUGUST 31. 1953 Conservation Reserve Chairman Announces Signup For Early Fall An tarly fall signup for (he 1950 Conservation Reserve of the Soil Bank was announced Saturday by Earl Wilson, chairman of the Klamath County Agricultural Sta bilization and Conservation Com mittee. Wilson outlined two steps that farmers interested in retiring crop land from production should take. First they should go to the county ASC office in the Tower Theater Building between September 2 and October 3 to request establish ment of maximum farm payment rates. They should also bring along history information for the 1957 and 1958 crop years. Then, he outlined, after the Coun ty ASC Committee has determined the maximum payment rate for the farm, an application for contract muust be filed at the county ASC office before Ocober 17. Wilson also detailed some of the major changes in the 1959 conser vation reserve from the program In effect for contracts beginning this year as (1) An increase in the county average annual pay ment for conservation reserve land to $12 per acre from the previous county rate of $8, 2) Ad ditional incentives including a pay ment of 10 per cent above nor mal rate for farmers to put all eligible land on their farms in the program for at least five years, and (3) A priority system for ac cepting conservation contract ap plications. Under the priority system, prcf rence will be given farmers who had all their cropland in the soil bank in 1958, the conservation re serve and the acreage reserve to gether, and are now offering to put into the conservation reserve the land that was In the acreage reserve. After this, priority will be given farmers offering land at lowest rates compared with applicable maximum rates for their farms. County ASC committees will es tablish a maximum annual pay ment rate per acre for all land offered for the program, and farmers will have the opportunity to offer their land at less than these ceiling rales. In cases where participation in the program might exhaust available funds in a county, or more hind is offered than It would be desirable to con tract in one year, offers at lower-than-maximuin rates would be more certain of acceptance. In cases of applicants of equal (landing under this second priority, these further criteria will bo ap plied offers of lowest rale per acre, offers of total eligible acre age and offers of contracts for the longest period. Individual farm rates may vary above and below the average for the county. An upper limit of no more than 20 per cent of the value of the land on the individual farm is required by law. Ihe regular maximum payment rale may he earned by putting in the program land which during the past two years (1957 and 19581 has been in Soil Rank base crops i grain, oilseeds and row crops) or from which tame hay has been harvested for hay or silage dur ing the same period and a cor responding reduction is made in Soil Bank base crops. A lower rate of per acre pay mcnt, 50 per cent of the regular maximum rale for the farm, may he earned by putting additional non-diversion land in the program. Non-diversion land docs not require a corresponding reduction in Soil Bank base crops. On farms with a Soil Bank base of over 30 acres, for each acre put in the reserve at the regular rental rate (requiring a corres ponding reduction in Soil Bank base crops) one acre of land may be entered at the non - diversion rate. On farms with a base of 30 acres or less, the fanner may put eligible cropland in the program at the non-diversion rate without having to reduce his acreage of Soil Hank base crops. Under the incentive plan to get all cropland on individual farms in the program, farmers who put all their eligible land under con servation reserve contracts will earn the full regular rate thev accept for their farms for both Soil Bank base land and non -diversion land. In addition, they will receive the extra 10 per cent payment for whole farm, partici pation. Ihe maximum regular rale, or the higher rate lor whole farm participation, will be the ceiling rale for a farm. On farms where only part of the eligible land is put in the program, the annual rental rale will be lower than this ceiling if the land designated for the reserve is below Ihe aver age of Ihe farm in productivity. Other phases of 1959 conserva lion reserve contractual arrange ments, protection of tenants and sharecroppers, changes and termi nations, and violation penalties are miliar to those in effect up to this time. In addition to the per acre an nual rental payments, participating farmers receive a payment cover ing a substantial part of the cost of establishing an approved con servation practice on the land they put in the program. Each county A.NC ollice has a list of approved soil, waler, forestry and wildlife conservation practices. Participat ing farmers may select those they wi' h to carry out on their own land. Portland Tumbled By THE ASSOCIATED PRESS The Portland Beavers slipped out of the Pacific Coast League's first division Friday night, the only major casualty of a night that saw the top four clubs all take their lumps. The Beavers traded places with the Salt Lake City Bees, who whipped Portland 9-3 and moved from fourth place up to third, nine and a half games behind the first-place Phoenix Giants. - The Giants dropped a 6-5 deci sion to the Spokane Indians; the last-place Seattle ftainiers stopped second-place San Diego 11-3: and the third-place Vancouver Moun- ties were edged by the Sacramen to Solons 2-1. The Spokane club got a 5-1 jump on the Giants by scoring five runs in the second frame, including two on Jim Baxes' home run. Phoe nix's run came in the top of the second on Billy Wilson's solo hom er.
