160 Acre Limitation In
California Draws Praise
By United Press International
Quite a bit already has been
said about the U.S. Supreme Court
decision upholding the 160 acre
limitation . . . but apparently too
much cannot be said about its
importance.
Atty. Gen. Edmund (Pat) Brown
said in a news conference recent
ly that the decision was the best
thing that happened to California
legally in the eight years he has
been attorney general.
Meanwhile, C. J. Haggerty,
secretary-treasurer of .the Califor
nia Mate Federation of Labor,
says the decision for the 100-acre
limit gives a fresh boost to the
statewide campaign to qualify an
initiative which would make the
limitation part of slate as well
as federal law.
Haggerty quoted Supreme Court
Justice Tom Clark, who had this
to say about the 160-acre limit:
"It is reasonable to limit the
amount of project water available
to each individual in order that
benefits may be distributed in ac

cordance with the greatest good lo
the greatest number of individuals.
The limitation insures that the
enormous expenditures will not go
in disproportionate share to a few
individuals with large land hold
ings." Haggerty says those words from "
the Supreme Court spoke the view
held by the state AFofL from the
beginning.
He says that as efforts are made
to open the slate treasury to wa
ter project construction, it becomes
increasingly necessary to bring
state law in line with the 160-acre
limit to assure that state funds
also will be used for the greatest
good to the greatest number of
persons.
All union members and grange
members have been asked to sign
petitions to put the 160-acre limit
on the California election ballot.
In his news conference. Brown
said failure to uphold the 160-acre
limit in California would have been
a roadblock to the slate in re
ceiving federal aid.
