Honored
TULELAKE Four Tultlake Hish
School students have been named
as winners in the 1058 Bunk of
America achievement award pro
gram. Selected are Steve Rudesill,
in the field of mathematics and
science, son of Mr. and Mrs. Clay
ton RudesiU; Elizabeth Giles, lib
eral arts, daughter of Mr. and Mrs.
L. W. Giles; Sandra Perry, voca
tional arts, .daughter of Mr. and
Mrs. Oliver Perry, and Michael
Adams, fine arts, daughter of Mr.
and Mrs. Eddie T. Adams.
E. L, Coyner, high school princi
pal, in announcing the winners, said
the program calls for further area
wide evaluation which could re
sult in individual prizes up to $1,
000 this spring.
Superior records throughout their
high school careers determined the
selections with major emphasis on
scholarship, extracurricular en
deavor and prospects for future
contributions to mankind.
An engraved trophy went to
Steve, certificates of merit to the
other three winners. hirst place
winners in each of the four ma lor
fields, fine arts, liberal arts, vo
cational arts and science-mathe
matics will qualify automatically
for one of two Northern California
finals. Each is assured of at least
$100 in cash and may receive as
much as $1,000. Winners of second
and third places at the zone events
in each of the four fields will re
ceive $50 and $25 respectively.
Plaque winners will go through
additional screening to determine
who will advance to zone competi
tion oil April 24. Finals will be
in San Francisco in May,

ary 18, in the grade school gym
with President Mrs. Frances Ka
llna presiding. Scouting was the
theme of the evening's program
with Charles Hale in charge.
The Cub Scouts opened and
closed the meeting, presenting the
flag and leading the flag salute.
Hale gave a brief history of scout
ing and mentioned that the three
phases of scouting, Cub Scouts
Boy Scouts and Explorer Scouts,
arc functioning In Malin. but that
adult help is needed In all phases
of the scouting program. Explorer
Scouts Edwin Stastny and Stan
Petrasck showed colored slides
taken at the Boy Scout Jamboree
in Valley Forge last summer, ire
eluding slides taken by Edwin at
the World Jamboree he attended
in England.
Renewal to the National Geo
graphic magazine subscription has
been made with the magazine to be
available in the library. Mrs. Ka
lina announced that applications
for the Parents and Patrons schol
arship can be made any time now.
The scholarship is offered to see-
ond year college students taking
leacner education.
Those on the nominating com
mittee for next year's officers are
Marie Bunnell, Florence Wilson and
Frnnres Kalina. Because of spring
vacation there will be no Maroh
meeting and the junior and senior
high school speech contestants will
give the program at the April
meeting.
Following the meeting refresh
ments were served by the third
grade mothers.

COLORADO SPRINGS, Colo.
(UP) Cries of states' rights
arose today at the Western Gov
ernors Conference here over con
trol of water conservation and de
velopment.
The governors from nine West
ern states and Hawaii opened
their second day of a 3-day meet
ing at the Broadmoor Hotel on
a discussion of Western natural
resources.
A recent U.S. Supreme Court
decision allowing construction of
a dam in Oregon over Oregon's
objections was brought into the
discussion.
"We view this with a great deal
of alarm in Oregon, and I think
the other Western states join me
in this," said Gov. Robert D.
Holmes of Oregon, who heads the
natural resources discussion and
the Governors' Resolutions Com
mittee.
He said the court decision per
mits the federal government to
overturn long-established state
sovereignty over water laws at a
time when many Western states
are trying to tighten regulation
of water storage and use.
The - decision, the Pelton case.
ruled the Federal Power Commis
sion could license construction by
a private concern on a non-navigable,
intrastate stream despite
protests of the Oregon State Fish
and Game Commission, which in
the past had held authority.
Later, the Navy Department
said in view of the Pelton deci
sion it did not need Nevada's per
mission to drill six wells. Nevada
protested, and the case is pending
in federal court.
Last year, several groups
pressed for congressional legisla
tion to require federal agencies
to first obtain water rights from
the states. These included the Con
ference of Western Attorneys Gen
eral, the National Association of
Attorneys General and the West
ern Regional Conference of the
Council of State Governments.

agenda a further discussion of the
mining Industry which they de
clared Monday needed tariff pro
tection against ioreign compel!

long, loud blast of an auto horn
outside the police station brought
patrolmen running. They found a
two young men in a car.
"Just wanted to see if you were
awake and on the job," they said,
and zoomed off.
Police caught Robert Lee Ar
nold, 23, when he ran out of gas
after a seven-mile chase. Ernest
Hayden, 27, was caught hiding in
a farm yard. Both were fined on
drunkenness and other charges.

Japan Issues
Plea To Reds
TOKYO Itv-Japan today urged
Soviet Russia to heed criticism of
conditions in Eastern Europe and
called for "unification of Germany
according to the freely expressed
will of the German people."
A Japanese note also tenned
Russian criticism of NATO and
other non-Communist collective
security systems unwarranted.
The note, delivered m Moscow
and made public by the Foreign
Ministry, said Japan does not re
gard such systems have aggres
sive purposes.
The note replied to Premier
Bulgaria's Dec. 10 letter to U.N.
members on "increasing threat of
a nuclear war."
The Japanese government said
it agrees with the Soviet Union
view that the young nations in the
Near and .Middle East should
grow and develop along their own
lines, "free from alien control."
"At the same time," the not
continued, "it is hoped that the
Soviet Union will listen more to
the many criticisms raised re
garding the conditions that cur
rently prevail in the countries of
East Europe."
The Japanese government ex
pressed support for the holding of
an East-West summit conference
but, like the Western Allies, called
for "deep forethought and careful
diplomatic preparation." .
