Study Shows Big Drop
In Prison Inmate Ages

.Gladden thinks it's an index of the
increase in juvenile crime.
! Gladden has just completed a
study of the 1,400 prisoners. It
shows that the number of prison
ers under 21 years old has in
creased from 74 to 110 over the
two-year period, with the total
prison population remaining about
the same.
He divides the ages into five
year groups. The biggest single
group is the 21-25 bracket, with
306 inmates, compared with 250
two years ago.
At the other end of the scale,
there are 43 prisoners over 61
years old. Thirteen of them are
over 70.
The survey has some interesting
data on intelligence.
There are 640 prisoners in the

Driver Cited
After Car Smash
James E. Williams, of 4129 Sum
mers Lane, was cited for failure
to yield the right of way Wednes
day morning after the vehicle he
was operating collided with one
driven by Peter Ronningen, 1143
Alameda Street, at the intersection
of Eleventh Street and Klamath
Avenue.
Williams was reported making a
left turn at the time of the ac
cident. City police said the occu
pants were not seriously injured
and that only slight damage re
sulted to the vehicle.

The prison population has 31,
though, in the sub-genius class of
120-129, and five over 130.
But they weren't smart enough
to stay out of prison.
The prison gives every inmate
tests to determine his educational
grade level. This doesn't have too
much relationship to the grade he
finished in school.
Only 85 prisoners rate 12th grade
or better. There are 103 illiterates.
The figure of 705 who rated 8th
grade or below is about half the
prison population, and this sup
ports the warden's belief that lack
of education 's a major cause of
men going to prison.
Where do the men come from?
Multnomah County, being the
biggest, contributed 289 of the
prisoners. It is followed by Lane
with 133, Klamath 118, Jackson 85,
Marion 82, Douglas 78, Linn 52,
Umatilla 48. and Coos 45.
Don't lump to conclusions, how
ever, that those show where the
most crimes are committed. One
county might have a judge who
sends nearly all convicted felons
to prison. Another might make 1

criminals get probation in Oregon.
They don t go to prison at all
Of the total prison population,
499 men are serving their first
sentences. There are 335 who have
served once before, 132 twfee, and
132 three times.
Among the veteran prison in
mates, there are two men who
have served more than 10 previous
prison sentences, and 123 who have
served more than four previous
terms.
There are 615 men who never
served a jail term, but there also
are 19 who have been in jails
more than 10 times.
The prison population includes
85 life termers. That's a decline
of 36 from two years ago.
The most popular crime for
which men are sent to the prison
is issuing bad checks. There were
349 inmates convicted of that
charge.
Burglary is next wilh 218 in
mates, followed by robbery with
165, and larceny with 159. There
are 208 sex criminals of all types,
88 murderers, 29 who were con
victed of manslaughter, 8 kidnap
ers and 7 arsonists.
The picture painted by the
statistical report is that the aver
age prisoner is younger, that they
have too little education, that most
of them have normal intelligence.
and that many of them haven't
been in previous trouble.
Gladden and his staff are attack
ing parts of the problem by psy
chiatric studies, schooling and
counseling.
