Small Oregon Town Uses

northern Douglas County town of
1,200 persons have two slogans
when it comes to community im
provement: "Do it yourself' and
"Pay as you go."
Their latest is a sewage dis
posal system which will go into
operation in the spring. The

The system includes a modern
sewage treatment plant. 2.000
ieet of trunk sewers and 7.000
feet of other sewer mains. i
The city thus has an estimated
S25O.00O sewer system at a cost of
about $109,000 all paid. The only
help came from a federal Depart
ment of Health. Education and
Welfare in the form of a $19,000
grant.
The city ''did it itself" and
"paid as it went" before this. A
city park, swimming pool, city
hall and athletic field arc monu
ments to those slogans.
The way of doing things reaches
into ether areas. The Masonic
Lodge wanted a new building. Vol
unteers started the building and
tinished the lower floor, which
was turned into a bowling alley.

erated alley are now financing
finish work in the meeting hall
(upstairs.
Three years ago. the state Sani
tary Authority told the City Coun
Icil that it must show signs of
activity in sewer improvements.
Raw sewnce was flowing into Elk
Creek, which runs through the
middle of town.
"Get it done in three years,"
the council was told.
The citv actually had a jump
on the Sanitary Authority, for a
five-vear continuing levy to raise
$16,000 a year already had been
authorized.
Then city officials surprised the
state authority by proposing that
city public works crews and vol
unteers build the system.
"You can't do it," they were told.
Even consulting engineers hired
by the city were doubtful that the
program could be completed with
out architectural and contracting
help.
But the doubters reckoned with
out Tony Giovanini, the overall-
garbed street superintendent. Gio
vanini, who hadn t seen the inside
of a sewage plant at that time,
allowed as how the job might get
done with a little patience. .
With the consulting engineers to
advise them, the city employes
worked on the project at slack
times when they weren't working
on street projects or the munici
pal power system and when mon
ey was available.
Cooperative businessmen pitched
in with materials in exchange
for work by the city, around their
properties.
And there was some scroung
ing. The city found some aggre
gate earth material in the lot of
a sand und gravel company. The
company had no use lor it. The
aggregate was of tho proper tex
ture for fill under the treatment
plant. City trucks hauled it away
at no cost.
Two phases of the project re
main to be completed. One is a
f i Iteration operation to purify ef
fluent which goes back into Elk
Creek. The second is laying of
mains in the cast side of town.
The $19,000 government wind
fall amazed observers because of
the haphazard method of construction.
Soothing to property owners is
a modest $1.50 monthly sewer
service charge to offset the esti
mated' $8,000 yearly expense of
operation.
"We're real pleased," beams
Verne Thomas, who is officially
the city recorder, but johnny-on-the-spot
in various functions of
this community-minded town.
