Agents Seize
Cuban Rebels
MIAMI. Fla. I Security
neenls and a federal grand jury
dug into Cuban rebels' south Flor
ida machinations Wednesday
including the fitting out of a revo
lutionary expedition in the Florida
Keys.
The Department of Justice or
dered a grand jury investigation.
U.S. internal security agents
came here to assist.
The action followed seizure
Tuesday of 31 Cubans and a sea
going yacht they were loading at
out-of-the-way Big fine Key.
All the men face prosecution for
violation of the Arms Export Law.
Customs and immigration agents
said they found suns, ammunition
machetes, uniforms and medical
suoDlics aboard the Philomar III,
owned by Belarmino Fernandez
of Tampa, wnen tne omcers Drone
up a cargo-loading operation they
had watched for concealment.
W. B. Lankford, customs agent
vho directed the raid, said ofli
cere had known for several days
that the group was preparing to
sail for Cuba, presumably to re
inforce Fidel Castro's revolution
ary army.
Lankford said several of t h e
men told him they were political
foes of Cuban President frulgen-
cio Batista and wanted to go to
Cuba to fight Batista forces.
The expedition was termed the
largest of its kind discovered
since Batista took over Cuba s
government in 1952 on deposing
President Carlos Prio hocarras,
who now lives in exile here.
The Cubans arrested at Big
Pine Key made no resistance, al
though some wore sidearms. All
were held in bond ranging from
11,000 to $2,500.
Five Cubans gave New York ad
dresses; twenty-four said they
lived in Miami; four gave no ad
dresses. The yacht, as well as seven au
tomobiles from which the Cubans
unloaded supplies, were impound-fd.

VIRGINIA FIELD -DOUGLAS KENNEDY'
Premier Bulganin announced
the aid pledge at a Kremlin ban
quet last night honoring Amer,
who has been conferring with So
viet leaders and visiting military
installations.
Bulganin gave no details of
what Russia will supply Egypt,
saying only:
"In response to the desires of
the Egyptian government and
President Nasser, the Soviet gov
ernment has expressed its readi
ness to render Egypt economic
and technical assistance in the de
velopment of her national econ
omy." It appeared likely that a Soviet
mission would be sent to Cairo to
work out details with the Nasser
regime. This was the procedure
followed after Syria's defense min
ister visited Moscow last August
and obtained an aid pledge.
Presumably the Russians will
give the Egyptians low-cost loans
for development projects and will
supply technical advisers. This is
the aid that has been announced
for Syria. Egypt already is trad
ing a large part of her cotton
crop her major export for Communist-bloc
arms.
Communist party chief Nikita
Khrushchev stood by smiling as
Bulganin announced the aid prom
ise. Bulganin declared that Imper-
alists "continue to exert pressure
upon the Arab countries and at
tempt to inflict the yoke of a new
colonial slavery under the guis3
of the Baghdad Pact, the Eisen
hower Doctrine and by other dis
honest means."
But Russia's "contributions are
selfless, based on the mutual in
terests of our two countries and
on preserving peace and stability
in the Middle East," Bulganin de
clared.
The Premier said the Soviet
government regards its friendship
with Eevpt as inviolable and con
jiders Nasser the outstanding po
litical figure in the Arab East,

Ex - FBI Agent
Frank held a Dominican Diplo
matic passport in 1954.
The witness was German Emilio
Ornes, who broke with Trujillo in
1 1)55 and now is a free lance
writer living in New York.
Frank. 42, Washington attorney
and former FBI agent, is on trial
on charges of acting as an agent
of Trujillo and the Dominican lie
public without registering under
the Foreign Agents Registration
Act.
Ornes testified Tuesday that he
first met Frank in the Dominican
capital in May 1954. He said he
saw the Dominican diplomatic
passport with Frank's picture on
it in the office of Secretary of
State Anselmo Paulino, who, like
Ornes, now is a political exile.
Ornes was a lawyer, newspaper
owner, journalism teacher, gov
ernment official and member of
Congress in the Dominican Repub
lic before he broke with Trujillo.
He testified that Frank was
much in evidence when he went
to Kansas City late in 1955 to tell
Trujillo that he wasn't going back
home. Ornes said he phoned Tru
jillo's hotel suite and that Frank
came to the lobby and escorted
him to the suite.
An earlier witness. FBI acent
Fred (. Woodcock, said
that
Fr:ink tnlrl him nf cnttint nn
Icurity precautions for Trujillo on
three occasions. These involved alparently were jarred loose by the
trip to Spain, the Kansas City
visit, and a fair in the Dominican
Republic.
Under cross-examination by De
fense Atty. Kdward L. Carey,
Woodcock said Frank related to
him that a Slate Department offi
cial, liobcrt F. Cartvvrieht. put
Frank in touch with Trujillo. Cart
wripht now is U.S. consul ecneral
in .Mexico City, but formerly
served in the Slate Department
division of security and consular
affairs.
Ornes described Trujillo as
"sort of a super-chief of state"
and said that by law he is "father
of the new fatherland." Although
his brother Hector Trujillo has
been president since 1!52. Ornes
said. Rafael Trujillo remains com
mander of all armed forces and
chief of the republic's only po
litical party.
Ornes said Rafael Trujillo
"practically owns the country"
and that "unfortunately there is
confusion between the. notional
treasury and Trujillo's pocket."

SAN DIEGO, Calif. W Mrs.
Nellie Thomas, 58, glanced from
her apartment and noticed a sail
or hobble across the street on
crutches.
"Hey, Vern, come here," she
shouted.
The sailor swung around.
"That you, mother?"
Vern Baker, 43, a son by a pre
vious marriage, hadn't seen his
mother in 17 years but he said
he would know that voice any
where, any time.
They last saw each other in
Coos Bay, Ore., where Mrs. Thom
as was working as a waitress and
her son was a logger.
"I left town and joined the Navy
1 ve been in and out ever
since," Baker said. "What with
the war and moving around a lot,
we just never got together."
"Neither of us are much at let
ters," Mrs. Thomas said. "We just
lost track of each other.
Baker is a Seabee and has been
recuperating at the San Diego
Naval Hospital since breaking a
leg three weeks ago.
He said he decided to take a
bus ride and just happened to get
off near his mother's apartment.
"It's sort of strange, isn't it?"
ho said.
