Backs Proposition One

ber members urging passage of
Proposition One in the November
6 general election, it was an
nounced at the regular meeting
ol the chamber's directors Wed
nesday noon in the Winema Hotel.
Proposition One is an amend
ment to Oregon's constitution
which would allow the attaching
of an emergency clause on tax
laws passed by the Legislature.
At present, tax laws do not be
come effective until 90' days af
ter the close of the session of the
Legislature during which the law
is passed. Iteferendums gathered
by minority groups have blocked
tax laws by obtaining only 20,000
signatures out of the approximate
ly 700,000 registered voters of the
state.
Proponents of the - emergency
clause have stated that its use by
the Legislature . would allow the
men representing Oregon to work
out a more equitable tax program
for the state.
Opponents of the measure argue
that passage of the emergency
clause would rob the state's citi
ns of one of the safeguards of
the state government the referen

The statement as prepared by

in attracting industry and wealth.
"2, In our state if revenue is
,not raised in some other manner,
the tax burden automatically re
verts to property. We believe that
when it becomes unprofitable to
own ' s home it is a dangerous
condition for both the state and
nation. Exhorbitant property taxes
will do just that unless other meth
ods of raising revenue are devisd.
"Proposition One will allow the
Legislature to adopt a tax pro
gram and try it out before it is
referred to a vote by allowing ap-

In further business, Francis
"Van", Landrum, chairman of the
chamber's roads committee and
president of the Winnemucca-To-The
- Sea Association, announced
that the association will hold . a
meeting in Winnemucca on Friday.
He urged all chamber members
interested in attending the meet
ing to contact R. Frank Tucker,
manager of the chamber.
James Patterson, director in
charge of memberships announced
that Clifford Voight has accepted
the chairmanship of the member
ship committee.
Ten chamber member! were
nominated for five posts as direc
tors to serve for the 1 next three
years. Those nominated were:
Frank Ganong, Tom McCarry,
Howard Austin, Charles "Chuck"
Bailey. Max Wauchope, Jack Bish
op, Adolph Zamsky, Robert Kent,
Dr. Hugh Currin and Donald A. W.
Piper.
Loosley Named
McKay Worker
Committee in Klamath County,
Doug McKay announced today.
Loosley will serve with other
committee members throughout
the state in conducting a vigorous
campaign that will insure victory
November 6, the Republican sena
torial candidate said.
"Through the efforts of these
leaders, voters will be reminded
that now is the time for Oregon
to obtain a cooperative, full-time
law-maker instead of a 10 per cent
senator," McKay said.
