lucky enough to seek a good shel
ter, wants to know when It will
be safe to emerge and resume
normal' life above ground.

- Lapp did not specify how long
he thought it might be before an
H-bombed area might be sale. He
noted this would depend on many
different circumstances, adding
that in wartime "one is not apt
. to pay much attention to peace
time safety limits."
, But under peacetime standards,
and without decontamination
measures, he said, "much of the
fallout area would be denied to
habitation for several years."
"It must be stressed." Lapp
said, "that no one has any prac
tical experience In decontaminat
ing thousands of square miles of
territory." v

' tion danger from H-bombs, civil
defense planning should be geared
to an "evacuatlon-to-shelter" con-
cept involving construction of per
ipheral shelters and "the made
do use of existing suburban struc

The atomic scientist-author said
'super-bombs" may have a tem
porary power limit of SO mega
tons (force equivalent to that re
leased by 50 million tons of TNT)
because of present limits in bomb
carrying capacity.
The 60 megaton figure, pre

tee testimony, is 2.500 times as
powerful as the World War II A
bomb which destroyed Nagasaki

On Tuesday. March 13. Edward
R. Murrow s See It Now CBS-TV
offered an excellent, fair-minded
study of the Egyptian-Israeli cri
sis. On Wednesday came "The
Twisted Cross" on NBC-TV. a doc
umentary, largely In film, of Nazi
Germany.
On Sunday there appeared an
excellent dramatization of Shaks
peare's "Taminn of the "Shrew"
on NBC-TV. On the same day
CBS-TV presented a searching and
dramatic study of the nature of
mental illness, a documentary
film entitled "Out of Darkness."
Two Shakespeares and three
documentaries may not strike
some as great diversity, but the
over-all effect on anyone who saw
all the programs could not fall to
impress. Even a year ago the two
major networks were not engag
ing in such Imaginative program
ming. Each of these programs was
good in a different way and' to
compare them can be fallacious.
Not all were equally popular with
the public. But, holding In mind
the weaknesses implicit In all TV
audience ratings, a measure of

the popular success of the first

Richard III" was a tremendous
success, according to the Trendex
returns. Murrow s study of the
Egyptian-Israeli crisis trailed in
third place compared to regularly
scheduled programs on the other
networks. Trendex reported.
But the next evening "The
Twisted Cross" on NBC shot iar
ahead of Its competition, which In
cluded a couple of very popular
regular programs.
This result. Incidentally, elated
the relatively small sponsor and
the agency thai had considered
buying the time a big gamble.
Also incidentally, of the five pro
grams under discussion here, tha
three on NBC were sponsored and
the two on CBS were not.
