Johnson Urges Bricker Stand
WASHINGTON (UP) Senate,
Democratic Leader Lyndon B.
Johnson suggested today that the,
administration take a stand on the
new version of the Bricker Amend
ment before the Senate tackles the
controversial proposal. j
There Is no point. Johnson told
the United Press, of calling the
amendment up for debate and "tie
ing the Senate in a knot" if Ih
proposa does not have admimstra- i
lion backing. The amendment, a;
point of controversy for some'
years, would limit the effectiveness!
of treaties as domestic law.
It was believed Senate Republi-I
can Leader William P. Knowland

toaay at a meeting ol GOP con
gresslonal leaders wilh President
Eisenhower. Knowland has said he
would support the revised amend
ment ail(- hoped the administra
tion would too.
The revised version of the
ainendrient was approved last
week by the Senate Judiciary Com
mittee. It is now up to the Senate
Democratic Policy Committee to
decide whether to oall it before the
full Senate lor debate.
The new veiMon was drafted by
Sen. Everett M. Dirksen (R-Illi,
but it has the full support oi Sen.
Jonn W. Bricker (R-Ohioi, author
of previous versions of the amend
ment. The proposed amendment, as now
drafted, would state: "A provision
ol a treaty or other internatloual
agreement which conflicts with anv
provision of this Constitution shall
not be of any force or eltect."

Cold Weather In Prospect

Generally cold weather was the
outlook today for most of the
country although there was relief
from the below-zero blasts In
northern Midwest areas.
The southeast corner and sec
tions of the far Southwest were the
only mild places.
More rain fell along the leading
edges of the arctic air lrom south
east Texas northeastward through
the lower Mississippi Valley. Ala
bama, Tennessee and the Middle
Atlantic Coast states.
Heaviest rains were in extreme
east Texas and the lower Mississip
pi Valley.
Warm moist air streaming
northward from the Gulf of Mex
ico collided wilh the cold air yes
terday, resulting in a long bell
of ' generally light precipitation
stretching from Texas to the
Great Lakes Into New York and
parts of the mid-Atlantic coastal
area. The precipitation was snow
or a mixture of sleet, snow or
freezing ram with scattered show
ers or light rain in Southern re
gions. The cold air which spread over
Texas lowered temperatures 20 to
30 degrees in most areas.
Lower readings also were re
ported In New England, the Ohio
Valley, the Great Lakes region
and the middle and lower Mis
sissippi Valley.
The warming trend was In the
northern and central plains and
upper Mississippi Valley.
