Television station WCIA in
Champaign, III. flashed a United
Press facsimile picturo of Irvin
on Its screen and Watseka bar
tender Joe Thornburg and his cus
tomers reported "that's the same
man who was in here."
Irvln's killing spree began in
December, 1954, when he mur
dered an Evansville filling station
attendant. W. Wesley Kerr, and a
woman who operated a liquor store
there. He was sentenced to die
last month for the Kerr slaying.
He was accused of killing a
Mount Vernon, Ind, farm wile on
March 21. Seven days later, It was
charged, he went Into Kentucky
and killed a prominent Henderson
area farmer, his son and daughter-in-law.
The motive for all six murders
was robbery. But Irvln's blood
money totaled only $342.
Despite hopes they had picked
up Irvln's trail, police admitted
they had not yet solved the mys
tery of his escape In a snowstorm.
They knew he had to have out
side aid, since someone had un
locked his Jail cell door and two
other doors while the sheriff and
his family slept nearby.

by a House committee, has told
Its employes they have a respon
sibility "to assist In tho task of
keeping the public Informed."
Tills new directive, disclosed to
day, lakes the place of one which
advised employes that Information
about commission affairs Is "the
property of the government" and
must be disclosed without author
ization. Chairman Moss (D-Calif) of a
House Government Operations sub
committee hailed the change as a
step toward unclogging the flow of
Information as a result of his
group's Inquiry Into the way gov
ernment agencies are letting the
press and public know about their
activities.
"I hope other federal executive
agencies will review their informa
tion policies," Moss said in a state
ment, adding:'
' "Offlclnls should adopt a posi
tive attitude and tell the public
everything tho government is doing
unless they can clearly Justify
withholding Information."
Actually, the newly announced
revision is not such a policy re
versal as It might appear to be.
CSC, chairman Philip Young told
the subcommittee when It opened
Its Inquiry late last year that ihe
agency's employes long have been
encouraged to imblicize "legiti
mate" Information about CSC
with the agency itself deciding
what sort of information Is "legi
timate." Young said the "government
property" warning was intended to
keep within the agency such In
ternal matters as differences of
opinion that might arise among
officials while final policy decisions
are being reached.
