Sparkman Hits Republicans'
Balanced Budget System

bell of Jackson, Mississippi, presi
dent of the Chamber of Commerce
of the United States, will give
the keynote address at the West
ern Labor-Management Relations
Conference in San Francisco, Jan
uary 16.
More than 1.000 business men
from the 11 Western states are
expected to attend the conference
which is sponsored by the National
Chamber and the California Stale
Chamber of Commerce.
Campbell is chairman of the
Board of the Mississippi School
Supply Company, Jackson, and has
' been a director of the National
Chamber since 1049. He became
; a vice president in 1954 and presi
dent this year. He has also served
as chairman of the National Chanv
ber's Policy and Education com'
mittees. i
In the field of business organiza
tions, Campbell has given special
study to better ways of communi
cation between employes and env
ployers.
The conference will bring to
San Francisco top business and
government speakers on labor
. management relations. Topics will
Include the AFL-CIO merger and
the welfare fund problem.

"All of these proposals the ad
ministration has been making re

for the current year (ending June
30). They want to balance the
budget then for political purposes
and they don't care how much they
spend after that."
Sparkman, a Senate 'Foreign Re
lations committeeman, mentioned
also an administration request for
S4.900.0O0, 000 in new appropriations
for foreign aid about half a bil
lion dollars of which would go Into
reserve for spending in future
years.
He said this indicates "they plan
to leave us Democrats with a lot ot
COD (cash on delivery) orders
when we get back in the White
House in 1967.
"When the Republicans came in
in 1953. President Eisenhower and
others complained about the large
carryover of military and foreign
aid lunds," Sparkman said. "They
said they couldn't balance the bud
get because of all the CODs left
bv the Democrats.
"Now the Republicans have used
up the fat from these carryover
funds and they are going to have
to come in with some CODs ot their
own."
Sparkman said he isn't ready to
pass judgment on tne foreign aid
program until the administration
spells out details of its plans. But
he said he thinks economic aid
should be pointed toward technical
assistance which he said is "rela
tively inexpensive." . 1

culture Department Thursday fore
cast a 1956 spring pig crop of 56,-
000,000 a decrease of 3 per cent
from this year's big crop of 57,343,
000 head.
This prospective decline which
means that pork supplies will be
smaller next fall and winter than
during the current season comes
on the heels of a drop of nearly
40 per cent In hog prices this year.
Hog prices, which averaged $18
a 100 pounds nationally a year ago.
have dropped to an average of
about $11.
Secretary of Agriculture Benson
in a recent statement expressing
concern over the low prices, sug
gested that farmers hold down pro
duction this year. A smaller crop
would be expected to' result In
somewhat higher prices providing.
