Byrd Cites Foreign Aid Squandering

D-Va said today American for
eign aid funds had been used to
reduce British taxes and help pay
off Denmark's debt.
Tiic Virginian cited these as ex
amples of ways he said "billions
of dollars have been squandered
in foreign economic aid." He de
manded such practices be stopped.
Byrd's blast apparently signaled
some strong opposition in Congress
to the Eisenhower administrations
plan to boost economic aid spend
ing by about 200 million dollars in
the next fiscal year beginning July
1.
Byrd, a strong advocate of econ
omy in government, said in an in
terview he wants economic aid

Woman, Two
Children Slain
NEW YORK UP) A woman and
her two children were found bru
tally stabbed to death in a fur
nished Statcn Island apartment
last night. The bodies were dis
covered by detectives who wanted
to tell her that her husband was
found shot and critically wounded
in his car.
Polic said the three-room apart
ment in a two-story frame house
was covered with blood and debris,
indicating that a struggle preceded
the slaying.
The dead were identified as Mrs.
Shirley Palin, 25; her daughter
Charlene. 4. and son Kedwtck, 2.
Mrs. Palin was found in the ,
kitchen with three stab wounds.
The boy lay on a bed, with two
stab wounds in his back and one
in his arm. The girl, apparently j
the last killed of the three, was 1
stabbed three times In the front of
her body.
It could not be immediately de
termined what weapon was used.
Detectives said Mrs. Palin was ;
a white woman and her husband,
Milton. 27, a Negro. Palin - was

priations for next year. Byrd said
he will oppose any part of this
which is designed to build up a re
serve fund for foreign aid spending
in years ahead.
Dulles said actual foreign aid
outlays in the next fiscal year will
run about 200 million dollars above
the present annual level of about
$4,200,000,000.

S4.9C0.00O.00O in new appropria
tions, 5 millions of this would go
into the reserve fund. Byrd said
tins reserve ought to be cut down,
not increased.
Secretary of Defense Wilson told
a news conference yesterday there
should be a "substantial" Increase
in reserve funds for foreign mill
lary aid. He said these reserves
had shrunk from a peak of $8,580,
000.000 on June 30, 1953, to about
$4,800,000,000 now.
Wilson said some military items
require a long time to make and
that money should be available for
them in advance so firm contracts
can be let.
Byrd said he is not raising ob
jection to any "reasonable" ex
penditures in that field. But he
insisted that contracts could be let
under advance congressional au
thorization without actual appro
priation of the money until it Is
needed.

Soldier Aids
Helpless Girl
SALT LAKE CITY (UP) A 19
year old salesgirl Tuesday wished
a Merry Christmas to a Chicago sol
dier who provided an early holi
day present when she needed it
most.
Barbara Swindle, Farmlngton.
Utah, had left a department store
where she worked when she found
her purse had been robbed of $50,
almost all her week's earnings.
Next she found a tire on her
car was flat. She couldn't find
anyone to fix It. She walked into
a nearby bus station and was try
ing vainly to keep back tears when
a soldier from Chicago persuaded
her to tell him her troubles. He
handed her a $10 bill and told her
to get some change so she could
telephone home for help.
When she returned the soldier
had boarded a bus for Chicago.
A ticket seller told Barbara the
soldier said to "keep the change
and have a Merry Christmas."
Although she was unable to find
out the soldier's name. Barbara
said "I certainly wish that soldier,
whoever he is, a Merry Christmas."
