C. there will be seven referenda. We won't know what initiatives will be on the ballot, Decause spon sors have until July b to file the completed petitions with the sec retary of state. Bio campaigns are certain to be waged for and against these measures: To levy a 3-cent clgar- etto tax, let the Legislatufe put emergency clauses on tax hills, ban commercial fishiiig in coastal streams, reapportion the Legisla ture, and double the pay of stale legislators. The Legislature passeo six meas ures and referred them to the people at next November elec tion. These would permit emergency clauses on tax bills, and thus ake It impossible to attacK tnem by referendum; permit the state to hold stock in corporations; re peal the ancient and forgotten sal ary limits for the top state offi cials; let the Legislature decide qualifications for coroners and county surveyors: double the $600 annual pay of legislators, and sub district Marion County's state rep resentative districts. This last one will be submitted only to the vot ers of Marlon County. Then the Legislature passed a law to tax cigarettes 3 cents a package. The tobacco industry at tacked it via the reterendum, so that suspended the law and put It on the November ballot. ' atlve measure on the bailot. If he wants to make a new law, he needs 32,074 signatures of regis tered voters. But If he wants to change the Constitution, he needs 40,092 signa tures. Pour preliminary Initiative peti tions have been filed, thus making it possible for their sponsors to circulate them. . These would prohibit' sale and manufacture of intoxicating liquor, ban commercial fishing in coastal streams, gie each county one state senator, and provide "tax freedom." The fish and reapportlonmenl measures are given good chances ' to get on the ballot. They are spon sored by large organizations, which is so vital in getting the necessary names. The fish measure Is backed by sports fishing groups, while the re apportionment amendment has the support of farm groups. It's pretty hard to get enough names without such support. A recently enacted constitution- Now, as to initiatives: Anybody can try to put an initi al provision boosts the required number of signatures for constitu tional changes from 8 per cent to 10 per cent of the voters. This will make It a little harder for spon sors of the reapportionment meas ure. Anybody who thinks "there bughta be a law' still has plenty of time to start .initiative action. Ml Western countries, to meet Russia's new challenge to their security, must bolster their alliances and maintain "selective retaliatory power," says Secretary of State Dulles. Slating that the Russians have had no change in purpose but 'merely in tactics," Dulles said last night, "Our capacity to re taliate must be, and Is, massive in order to deter all forms of ag gression. "But If we have to use that capacity," he added, "such use would be selective and adapted to the occasion."
