Logging Road
Plans Told
WASHINGTON I Secretary
of the Interior McKay Thursday
announced four proposed amend
ments to regulations governing
rights-of-way for logging roads on
the revested Oregon and California
railroad lands in Western Oregon.
The lands consist of some two
million acres, heavily forested,
which were granted by Uie gov
ernment to the Oregon & Califor
nia Railroad Co. In 1866. They re
verted to the government In 1916.
McKay said any objcttlons to
the amendments should be filed by
Dec. 18 with the Bureau of Land
Management here. The changes
would modify existing regulations
as follows:
1. Authorize the use of roads
across intermingled privately
owned lands, usually bordered on
all four sides by federal lands, dur
ing arbitration proceedings upon
condition tnat licensees furnish li
ability insurance.
2. Waive amortization fees where
use exchange agreements are ne
gotiated.
3. Where necessary for the con
struction of timber access roads
by the government, the granting
of permanent easements across
private lands will be required.
4. Require that right-of-way per
mittees state tne terms and con-
ditions of road use with author-
izatlon for the bureau to publish
such information In advance of
timber sales.
Dates Checked
n Fong Trial
PORTLAND I The murder
trial of Sherry Fong was back to
lta repetitive course Friday after
excitement subsided over a sur
prise defense witness.
The witness, Sally Irwin, 19.
stuck with her story that she saw
Diane Hank, 16, alive three weeks
after the state says the girl was
slain in January, 1954.
But neither the defense or the
dale found any corroboration, and
prosecutor Howard Loncrgan
brought out two points (1) that
Miss Irwin, who now gives the date
as Jan. 26. once said it was Jan.
26 and 121 Miss Irwin testified she
told Lonergan about this In the dis
trict attorney's office In Septem
ber. 1954.
Actually, aaid Lonergan, he did
not take office until January, 1959.
Circuit Judge Alfred P. Dobson
had recessed the trial Wednesday
to give both sides time to check
details ot Miss Irwin's story.
Much of the testimony now Is
that of the first trial, when Mrs.
Fong and her husband. Wayne,
were convicted of first-degree mur
der. That verdict was overturned
later by Judge Dobson. The sec
end was declared a mistrial before
taking of testimony started.
