DA Claims
"Frameup"
PALO ALTO (UP) Charles
L. Moore Jr., the embattled young
attorney of Santa Cruz County,
claims that a Grand Jury move to
oust him from office Is a "complete
frameup."
Moore appeared yesterday at a
press conference called by his at'
torney, Melvin Belli, to discuss
accusations of misconduct filed
against him last week by the
Santa Cruz County Grand Jury.
Moore faces trial In January on
the four accusations. If found
guilty, he can' be removed from
office.
The 28-year-old district attorney
said the accusations had "no
basis."
"I can accept no other explana
tion than that this Is a political
conspiracy against me." he said,
adding that both the Grand Jury
and County Supervisors , are op
posed to him.
Moore denied that he' borrowed
$1000 from his onetime "vice con
sultant," Raymond Jchl. He ad
mitted, Tiowever, that he borrowed
S1000 from Charles Mutchler.
whom he described as a retired
salesman.
It developed, however that
Mutchler is an Qjtconviqt who has
served prison 'terms for ' rape, man
slaughter and parole violations. He
was convicted in Fresno in 1921 of
assaulting a 16-ycar-old girl while
a member of a gang accused of
widespread burglary and terror
ism. Moore said he borrowed the mon
ey In November, 1054, and repaid
it last spring with money borrowed
, from a San Francisco bank.
' Asked about Mutchler's record,
Moore said he had checked it and
found that "it doesn't show any
thing." Mutchler, like Jehl, was a
close supporter of Moore's cam
paign, and now acts as an unpaid
investigator.
Moore also disclosed he has five
Investigators working full time in
vestigating members of the Grand
Jury. He rejected one accusation
by the Grand Jury that he had
charged three of its members with
having "vice connections."
What he meant was. he ex
plained, three of its members had
"social connections'" with perso:.
involved in vice. He said: .
"My Investigators have turned
. up continued social connections
.with a vice element so big that it
happens to be Watsonville's second
big income producing business,
topped only by agriculture."
Mental Patient
Found Strangled
NAPA (UP) Authorities investi
gated today the death, apparently
by strangulation, of a 12-year-old
patient at the Napa State Mental
Hospital.
The boy. Robert R. Yarak o!
San Jose, was found dead in bed
Saturday night in a ward housing
about 35 boys.
Dr. Thco K. Miller, superintend
ent of the hospital, said three other
patients in the ward were being
questioned. He said they were
moved to separate detention quar
ters and were under guard.
Miller said Ynrak suffered from
schizophrenia. He said the Illness
left the boy unable to talk.
Students Tour
Navy Sites
ALAMEDA (UP) Twenty-five
high school students from Fresno
began a three-day tour of Bay
Area naval Installations today as
guests of the Navy and the Navy
-.eague.
Th. students arrived at the Ala
meda Naval Air Station to take
part in the league's "Navy Buddy
program" designed to familiarize
young Americans with the Navy.
During their stay here the young
men will be billeted, aboard the
aircraft carrier USS Yorktown.
The tour includes visits to the San
Francisco Naval Shipyard, units of
the Pacific Reserve mothball fleet,
submarine training facilities, the
Alameda station and a cruise: a
round the bay aboard a Navy tug.
The group was officially wel
comed on its arrival by John J.
Mulvaney president of the North
ern California Navy League: Capt.
W. S. Heald, representing Rear
Adm. John R. Redman, command
ant, 12Ui Naval District, and Cmdr.
D. M. Hizer, executive officer of
Alameda NAS.
