Reduction Program St
arts For American Farms

WASHINGTON A ground
well Is developing In farming
areas for a federal program that
would reduce the size of the na
tion's farm plant until markets
are better able to use what agri
culture Is capable of producing.
Farmers now recognise that ag
riculture over-expandea to meet
war and postwar needs and that
big surpluses . accumulated as a
consequence.
Few farmers see hope of
' any substantial improvement' In
the farm economy until production
can be brought closer into balance
with markets.
At recent hearings held by the
Senate Agriculture Committee in
major farming areas and in Inter
views elsewhere, farmers disa
greed on price support levels and
methods of carrying out price
guarantees. But there was an al'
most unanimous endorsement of a
land retirement program.
It appears to De a pretty good
wager that tne benate committee
will include such a program In
new farm legislation it plans to
write. Both Democratic ana Re
Dubllcan members sreeted the idea
as a "new look" in farm pro

The plan Is being advanced as
a "sou bank." Farmers would take
a portion of their tillable land out
nf all production and iput It ' to
coil-building uses. That would store
lertillty for a luture emergency or
to meet needs of an expanding -pop
ulation.
For taking land out of produc
tion, farmers would get a pay
ment from the government. Most
farmers agreed that this payment
should be enough to pay the taxes

Doenges' Post
CHICAGO UPi The Democratic
National Committee Thursday ap
proved on a voice vote retention
by William C. Doenges of his post
as Oklahoma's committee mem
ber. The national committee also
seated Lt. Gov. Ben Ramsey as
Texas' national committeeman,
Doenges retained his place on
the Democratic state committee
over protests from the Democratic
state committee and others.' His
membership on the national com
mittee previously had been ap
proved oy a v-s vote of a creden
tials subcommittee.
Ramsey was seated with Monroe
Sweetland, Oregon committeeman,
registering his official disapproval
of the action.
Dean Johnston, head of the Texas
Young Democratic Clubs, was an
opponent of Ramsey before the
committee. t ,-
Later the full committee's vote
to accept Ramsey was made unan
imous. A committee spokesman
explained that this was done after
Ramsey made a statement to the
effect that any person holding an
office such as his is under solemn
obligation' to abide by the rules of'
the national committee.
The spokesman said that Ranv
sey stated he would do so and ex
pects others to do so.

Logger Rescued
In High Sierra
NEVADA CITY: (UP) Arnett B.
Ausley, 45, Grass Valley logging
contractor, was rescued early to
day after being marooned in a pow
er snacK near Fuller Lake, east
of here in the High Sierra. -
Ausley was in good condition but
cold, as he had been unable to
light a fire In the powder shack.
He had hiked Into the Isolated
mountain area early yesterday to
retrieve a bulldozer left at the
loot of 8000-foot Grouse Ridge.
Ausley had no snowshoes with
Mm and 30 inches of snow fell
during the day. Al Sommers and
Earl Hall, U.S. National Forest
employes Went into the area after
Ausley on a bulldozer when he
failed to return yesterday.
Greece Suffers
Through Floods
ATHENS, Greece iP) Forty
eight hours of rains and floods
brought death and destruction to
Greece Thursday. First reports
said seven people lost their lives
and 27 were injured as scores of
houses collapsed.
Flood waters derailed an Athens-
Patras train and uprooted hun
dreds oi tnousanas or trees.
Among the worst affected areas
was the Aegean island of Spetsai.

plan would not allow grating or
the harvesting of forage crops
from the idled land.
Naturally, a' program of this
kind would cost a lot of money.
Estimates vary from 350 million
to one billion dpllart a year. If
the plan works successfully to re
duce production, farm prices could
be expected to improve. It then
would be possible to make grad
ual reductions in the rental fees.
The Iowa Farm Bureau leader
said it certainly would- not be
more expensive than the present
program under which the govern
ment lost about 800 million dollars
in price support operations alone.
In advancing the soil bank Idea,
farmers recognise that present
crop control measures have not
succeeded In . holding down the
volume of crop production. This
year's farm output will be the
largest of record although rigid
controls were Invoked on cotton,
wheat, rice, peanuts, and tobacco
adlee rigid controls on corn.
What is happening is this: About
10 per cent of the cropland has
been taken out of the crops under
controls, but this diverted land
hss been used to produce surpluses
in other crops, such as oats, bar
ley, grain sorghum, soybeans and
the like.
