he nearly beat her to death with
a hammer and wrench, police re
ported.
Mrs. Savarlna Romo, 40, owner
of a south of market bar, lay In
critical condition at Franklin Hos
pital. The landlord, John Ramos,
51, was booked on suspicion of
assault with intent to commit murder.
Ramos said he had been trying
for months to evict Mrs. Romo.
He said she refused to let him in
yesterday when he went to her
apartment to repair a broken win
dow.
Police snld he apparently forced
his way into the apartment and
after an argument, attacked Mrs.
Romo with a claw hammer and
crescent wrench.

Article 1. Purpose A. To faclll

recreation.
To provide for the use of water
for industrial and hydroelectric
power development.
To provide for navigation and
flood control.
B. To provide for the eauitable
distribution and use of wtter

rights to the use of water fur the
anticipated ultimate requirements
for domestic, municipal and irri
gation purposes in the Upper
Klamath .River Basin in California
and Oregon.
To provide the order of prefer
ence for rights to the beneficial
use of water. . '
Definition of Terms A. "Klam
ath River Basin" shall mean the
drainage area of the Klamath Riv
and Its tributaries within the
states oi California and Oregon
and all closed basin Included in
the "Upper Klamath Basin." (ex
ample Swan Lake, Butte Valley.)
Artlclo III. Distribution and Use
of Water A. There are hereby
recognized by both stales vested
rights to the use of waters originat
ing within the Upper Klamath Riv
er Basin validly ' established and
subsisting as of the effective date
of this Compact under the laws
of the state hi which the use is
made.

Klamath River Basin shall be
made available as reasonably re
quired for domestic, municipal and
irrigation uses, by direct diversion
or by storage for later use, In
the Klamath Project after the ef
fective date of this Compact in

state where the use is to be made.
C. Such ot the waters within the
Upper Klamath River Basin as
are not required to satisfy the
rights and uses described in sub
divisions A and B of this article
shall be made available as rea
sonably required for any beneficial
use, by direct diversion or by
storage for later use, in the Upper
Klamalh River Basin in either

3. Conditions on the use of water
in Oregon shall be:
(a) That there shall be no di
version ot waters from the Upper
Klamath River Basin for use in
Oregon outside the Upper Klamath
River Basin, provided that this;
limitation shall not apply to out-of-basin
diversions of waters orig
inating within the drainage area
of Fourmile Lake.
(b) That, subject. to vested rights
as of the effective date of this
Compact, there shall be no diver
sion of waters from the basin of
Jenny Creek to the extent that
such waters are required, as de
termined by the commission, for
use on land within the basin of
Jenny Creek.
(O That water diverted from
Upper Klamath Lake and the
Klamath River and its tributaries
upstream from Keno, Oregon, for
use in Oregon and not consumed
therein shall be returned to the
Klamath River above Keno, Oregon.
4. Conditions on the use of water
