4-H Leader Explains State
Club Achievement Program
Giving, older 4-H members ex-
perience in leadership is one ol
the goals in the 1956 club program,
according to Burton Hutton, slate
4-H leader.
A definite Interest was shown in
the program as 200 more 4-H
members enrolled In the leader
ship project this year than In 1964.
To be a junior leader, a member
must be at least 14 years old and
have two years 4-H Club experi
ence. Junior leaders learn to conduct
meetings and help adult leaders
with the numerous jobs Involved
in club work. They also perform
many other leadership responsibil
ities. -
A stale plan for the 1956 club
lear emphasizes increased reen
rollment of first year members
and leader training programs
planned to help volunteer adult
leadersi ,
"Of course, we want to main
tain the present expansion in total
membership, in '56, too," said
Hutton, A total ol 26,537 gins ana

year, a four per cent Increase,
Purpose of a 4-H livestock proj

to care for animals, select good
livestock, as well ns learning to
keep business records. By under

Oregon in the past 10 years.

more than any of the others in the
livestock group. Dairy Is the lead

members. A member owns at least
one dairy-type heifer call, heifer,
or cow. In the sheep project half
the members enrolled are girls.
All who enroll can get a copy of
a beautifully illustrated bulletin.

They all Include work on care,
servicing and becoming familiar
with machinery. Twelve-year-olds
are eligible to enroll.
Boys and girls do not have to
own a tractor but should have a
similar engine available for their
use.
State 4-H tractor operators' con
test wis held at the state fair this
year with 14 counties participating.
Illustrated, easy to loilow ana
up-to-date mstructions are avail

Enrolling in a 4-H electricity
project, provides an excellent op?
portunity to learn about the nature
of electricity. Light, heat and pow
er are explored besides good les- ,
sons on how to handle electrical
appliances safely.
Boys and girls who enroll in this
project learn about electricity by '
working with safe low voltage di
rect-current electricity. They use
flashlight batteries and bulbs, bel.
wire and buzzer systems. No ex
pensive equipment has to be pun
chased. Three-way switches and
many other game3 and gadgets
that are fun to work with are often
made by members. !
The use of common carpenter's
tools and their care is taught In
the 4-H woodworking project. Boys
and girls who enroll in the project"
machine groups articles they wish
to make. Work can be done entire
ly with hand tools. Older members
bers may use power tools if they
are available.
About 700 4-H Club members
were enrolled in over 900 projects
n Klamath County during iuaa.
Over half of the members were
girls. Club members were from
both town and country.
This included 13 major projects
with the various divisions and
kinds within each project. There
were clothing, foods, food preser

and girls in Oregon Saturday. Club membership increased four
percent this year in the state, to reach an almost all-time high.

encouraging young people, to join clubs and carry out projects."

Helser Firm Gets Victory
SAN FRANCISCO (UP) The
J. Henrv Helser investment firm
of Portland, Ore., won a partial.
victory in its running battle with
the Securities and Exchange Com
mission yesterday when Federal
Judge Louis E. Goodman refused
to grant an injunction sought by
the SEC.
TnctnoM nnnrinian ordered at
torneys for Helser and the SEC to
prepare an amendment to an col
lier court ruling wmcn guvenieu
the company's method of charging
clients.
The SEC asked the injunction to
halt what It termed "gross misuse
and abuse of the power of attor
ney" by Helser.
The SEC accused the Portland
investment management firm of
misappropriating more than $68,000
in client funds during August. It
said Helser deducted that amount
in fees before execution of a new
agreement with its clients as re
quired by an order issued by
Goodman April 29.
Goodman called the investment
firm an "eoger beaver" In collect
ing fees and agreed that it had
been guilty of. an "Infraction" of
his previous order., but he ruled
the SEC had failed to show a
"substantial basis" for an injunc
tion. , .
"I think there is room ' for fur
ther clarification" of the order,
Goodman said.
Helser attorney Robert Burns
told the court that any violation
of the April order by the company
was the result of "excessive el
fort" to comply with that order.
He argued that the firm was the
victim of a "vicious, vitriolic and
completely unwarranted" attack
by the SEC," motivated from
some sort of "personal prejudice
or hate."

said. "They will have no problem
of sovereignty. They can carry ex
tremely heavy loads over long
distances: they can be refueled
and rearmed at sea by either
surface ships or submarines.
"And if you want to romance
their possibilities, look at a world
map and see the numberless loca
tions from where "they can op
erate." ' The Navy secretary revealed
plans to add a Jet-powered sea
plane bomber to the Navy near
the end of his speech on "Tho
Navy-Marlne Corps Team In the
Atomic Age" after giving his audi
ence a run-down on the atomic age
developments of Uie Navy.
"Very soon," he said, "the new
est weapon In the naval aviation
armory, a Jet seaplane bomber,
will Join our active forces. This
newcomer to naval aviation Is a
type whose potential is almost unlimited.
"The application of Jet power to
seaplanes and eventually nuclear
power opens an entire new realm
for naval aviation. It now seems
probable that the next improve
ment to seaplanes will be nuclear
power because the seaplane hull
provides a practical design in
terms of size, space and weight
limitations." i
Thomas said seaplanes can now
be built to any size and with per
formance to equal any land plane.
Earlier In his address, the sec
retary said nuclear-powered carri
ers, which he called "mobile air
bases," will soon become the
central units of the "elusive, hard
hitting, fast-moving, new Navy."
"I can assure you that nuclear
powered carriers are not too far
off," he said.
The new carriers, he said, can
move quickly whenever they are
needed anywhere at speeds of 40
miles an hour and will pack an
attack force of "about a hundred
of the fastest and most modern
airplanes."
