which could open the gates to a
new campaign for German-French
unity.

The dispute over the Saar has

The piopsed scheme for "Eu-
ropeanization" of the Saar, which
was Intended as a settlement Of
these differences, was rejected by
the Saarlanders themselves by a
two to one margin in a plebiscite
last month.
Since then the problem has been
left on the shelf In the expectation
that the Geneva conference might
produce some agreement on Ger
man unity and thus change the
perspective of the Saar question.
This hope was torpedoed by
Molotov when he made clear the
Soviet Union will not, at this stage,
agree to a unilication of East ana
West Germany unless IV is pretty
sure of extending the sway of
communism.
French and German leaders, are
now reverting to the belief that
the bett way to obtain German
unification is to establish a pole
of attraction In the West based
a prosperous and unified Eu
ropean economy.
Pinay's conferences in Bonn are
designed to explore any alterna
tives to the rejected "European
izatlon" plan In the Saar.
Under the "Europcanlzatlon"
plan the Saar would have had
home rule under supervision of a
commissioner named by Western
European Union, the seven-nation
alliance fashioned to bring about
West German rearmament.
Both the French and the Ger
mans recognize that the Saar ref
erendum was In effect a vote to
return to Germany.

officials today blamed an over
abundance of non-combat acci
dents for boosting the death toll
to 10 during preliminary maneuv
ers for "Operation Sagebrush."
More than half the victims died
off limits or while on leave, the
Army said.
The mock combat phase of the
Isrgest peacetime maneuvers since
World War II was not slated to
begin until next Tuesday. All of
the soldiers killed so far have died
during the preparation period for
the war games.
An Army spokesman said 1 of
the soldiers killed died in auto
mobile accidents and seven of
these happened among soldiers on
leave.
Two men were killed In a heli
copter crash, two drowned oil lim
its, one was struck by lightning,
one was crushed to death by a
fork lift and one died in an auto
mobile accident while traveling to
report for duty.
The latest victim was Pfc. Peter
P. Mcgnler. 23. who was killed
when a lank rammed into a jeep
in which he was riding.
Military officials said the num
ber of private vehicle accidents
admittedly was hlsh.
The two drowning victims were
members of an engineering unit
constructing and repairing bridges.
They were drowned wnen they
went swimming in an off limits
section on the Red River.

Because of its rare occurrence
at Summer Lake, the hunter do

Summer Lake waterfowl biologist,
who will mount the bird and add
it to tne summer Lake collection.
Before the day was through,
two. more .of the scoters .were
checked through the station, with
the hunters reporting having seen
a nock oi at least la of the large,
blackish, colored waterfowl.
Normally the scoters are a set
bird, spending most of their time
along the coast and the coastal
bays and Inlets. Nesting, however,
usually takes place inland on larae
bodies of water, with the greatest
nesting taking place In northern
Canada and Alaska. In the fall
they migrate back to the coastal
areas wintering from Alaska to
California.
White-winged scoters have been
recorded by hunters several times
In the past at Klamath Lake. This
Is the first time they have been
recorded during the hunting sea
son as far inland as Summer Lake.
