Poll Shows Stevenson Mead For Bemos While Republicans Hesitate

of the substantial financial sup'
ports for the reclamation program
comes from resources held in trust
by the federal government for the
people of the public land states,
Watklns said.
The senator referred to the In
come from sale and lease of pub
lic lands within the 17 reclama
tion states. He said the income
vas authorized by Congress to
be paid Into a revolving fund for
reclamation purposes.
Repayments by beneficiaries of
the program of the cost of con
structlon also were allocated to
this special fund. Watklns said,
When the public realizes this
fact, he said, they will under
stand "how false the charge is
that all money appropriated for
reclamation development burdens
all taxpayers," he said.
Fred A. Beaton, administrative
assistant to President Elsenhower,
appeared at the convention last
night and read a letter from Mr.
Elsenhower to the group.
The President outlined reasons
why the nation "must work tow
ard the maximum practical use of
our water."
The letter listed an Increased
population, expanded Irrigation
and Industrial needs as among the
reasons.

Those polled represent a cross-
section of Americans. Edward
Budd Jr., president of Budd Co.,
Philadelphia, is typical of the in
dustrialists contacted. Paul Ami
don, former superintendent of
schools, St. Paul, was among the
teachers, a group which included
.seven university presidents. There
was ono opera director, 17 labor
leaders, a hotel chef, a dozen
farmers, 15 company executives.
The political judgment of Fred
S. Gurley, president of the Santa
Fe Railroad, is imbedded in the
sample along with that of Nor-
veil Clark, Dallas typewriter re
pairman, and eacn has equal
weight. The combined Judgment
of these men suggested some
political I rends.
Republican :
Vice President Nixon Is top man
for 1956 in the collective Judgment
of those polled but he Is a long
way irom a majority cnoice. Nixon
got 30 nrsi piace votes and one
s a second choice alternate.
Chief Justice Warren scored 25
nd one. Then came Dewey and
Milton Elsenhower, the Presi
dent's brother, with six choices
each. It is apparent that they and
the other Republicans have far to
go.
Other Republicans getting "first
choice" votes were Knowland and
Gov. Goodwin j. Knight, both of
California; Secretary of Treasury
George M. Humphrey. Ohio: Sec
retary of State John Foster Dulles,
New York: Special Presidential
Assistant Harold E. Stassen, Mln
nesota and Pennsylvania: FBI
Director J. Edgar Hoover, DIs
trlct of Columbia; Ambassador
Henry Cabot Lodge. Massachu
setts; Atty. Gen. Herbert Brown-

An important factor In Nixon's
political situation is suggested by
study of the other Rcpuolican
choices. Most of them are Eisen
hower Republicans or liberal Re
publicans as contrasted with the
right wing of the party. It seems
fair to assume that the right wing
Republicans centered almost
clusively on Nixon while the other
elements scattered their fire.
It also Is worth noting that four
of the first six among Republicans
are from California: Nixon, war
ren, Knowland and Knight.
Democrats:
The sampling Indicated the
Democrats already have narrowed
U'eir fieid to three likely , con
tenders.
Stevenson and Harriman are
well to the front. Tennessee's Ke-
auver is regarded as a contender.

Only three other Democratic

Sparkman of Alabama, two and
Gov. Frank S. Lausche of Ohio,
one.
The sampling obtained some
ally comment: An Eastern labor

be reelected. Labor will see to
that."
