French-German Crisis In
Saar Question Poised As
Europeanization Plan Out

new French-German crisis stirred
today in the wake of the Saar
landers' 2-1 rejection of the plan
to Europeanize their rich Industrial
territory.
The outcome of the plebiscite
toppled the Saar's pro-Prench Pre
mier and heightened German de
mands for return of the coal and
steel valley they held before World
War II.
A whoppln? 96.72 per cent of all
eligible Saarlanders went to the
polls yesterday and turned down
th European status plan 433,434
(67.7 per cent) to 201,973 (32.3 per
cent).
There were no Incidents during
the balloting after a turbulent
three-month campaign. The bor
ders of the tiny area between
France and Germany were sealed
to prevent possible infiltration by
agitators. A five-nation neutral
commission sunervised the voting.
Within minutes after the final
returns were reported early today,
Premier Johannes Hoffmann an
nounced he was resigning "out of
rrspcct for the will of the people."

up a new government pledged to
work for speedy reunion oi me

Hoffmann said he would serve
until a new parliament is elected
but pro-German leaden met this
morning and said they would not
accept him as a caretaner neaa oi

of the executive board of the Saar
railroads.
Hoffmann, 64, has been In power
tince 1947.

tion statute which had taken five
years to work out in Paris and
Bonn the Saarlanders minciea
bitter humiliation on the French
and raised a grim question mark
over French-German relations.
The Europeanization plan would
have put the Saar's defense and
foreism relations under a neutral
commissioner of the seven-nation
Western European Union while
maintaining its customs and cur
rency union with France. The sta
tute was signed by West German
Chancellor Konrad Adenauer in
Paris a year ago as the price for
French agreement to West Ger
man rearmament.
The 991-square-mlle territory, oc
cupied by France after World War
II, now Is linked in an economic
union with France and the French
control its foreign relations and
defense.
France previously has said re
jection of the Europeanization plan
would maintain the present align
ment, but a French spokeaman
conceded today that new negotia
tions with West Germany on the
Snar might now be necessary.
"We are first of all democrats
and we have to abide by the will
of the majority," one Paris ofllcial
said.'
Leaders of all political parties In
Bonn except the ailing Adenauer,
who had backed the agreement to
the hilt hailed the result of the
plebiscite as a "vote for Ger
many." They left no doubt they
expect the French to hand over
the territory eventually.
In their lavishiy financed blitz
campaign, tne saar's inree pro-
German parties made four chief
demand:
t. The right to Saar self-determi'
nation in full democratic freedom;
2. Political unification with Ger
many:
3. An end to the present (French)
orientation of the Saar's economy;
4. Rejection of the present Saar
regime.
The pro-Germans appealed to
dav to the "French people and
the peoples of the Western world
to understand the Saar people and
to respect their decision."
Urging that the Saar be consult'
ed on any discussions on its fu
ture, they asserted their victory
really was a Mep forward on the
road to European unily and was
not directed against F ranee.
Helnrich Schneider, chairman ot
the Democratic party and a former
Nazi, and the heads of the two
other pro-German parties put in
an appearance before hundreds of
newsmen as the results were an
nounced.
"We won for Germany "
Schneider declared. "The Saar has
recognized it is a part of Ger
many. This must be considered
in any coming solution of the Saai
question."
The Saar was taken from Ger
many at the end of World War I
and placed under a League of Na
tions trusteeship. In 1935 more
than 90 per cent of the Saarland
ers voted to join Hitler's Reich.
France's desire to control the
Saar's economy stems from its
close proximity to the vast iron de
posits of French Lorraine. By con
trolling the mills which process
that Iron, the French can keep
close to a steel equality with Germany.
