Edmund O Brown ruled to day that the Siskiyou County Board of Supervisors must start a new proceeding U it wants to acquire the John Ladd Chrome mine road for a county highway. Brown issued his ruling at the Telephone Strike Talks Continue SAN FRANCISCO (UP) Federal Conciliator Arihur Viat planned to meet sometime today with com pany and union representatives in continuing attempts to find some way of Milling the telephone strike. A 46-mlnute meeting between the Pacific Telephone and Telegraph Company and (he CIO Communi cations workers of America ended yesterday in failure. Viat said neither side would change its po sition. The CWA represents 17.500 of the 22,000 telephone company employ es who left their Jobs in Northern California and Nevada a week ago yesterday to back demands for higher wages. As negotiations dragged on with no settlement in sight, strikers in San Francibco and Oakland staged demonstrations before telephone company offices yesterday. "Since no condemnation proceed ine had been started," Brown said, "we can only construe this action as a rejection of the report of the viewers. . . ." The question tnen arose whcUiei the board, without beginning a new proceeding, could reverse its prior decision and now accept the report of the viewers. The county district attorney advised It to file a new petition. "We agree with the district at torney," Brown said. "Under the law, not only is the procedure he suggests safe, It is indispensable if the viewer method is to be used." The viewer method is a device to permit an "expeditious settle ment" of relatively small claims without the expense and formality of a proceeding in condemnation. Brown said the method has been described as one providing for a "preliminary and informal deter mination of damages by some board or tribunal other than a court."
