Any. E. C. Barlow oi Lincoln
Coumy leveled charges of neglect
of duty tx Sheriff Bob Case today
and accused Mississippi Gov. Hugh
Whi.j with failure to cooperate in
clearning up election "fraud and
corruption." ,
The charges grew out of an ex
plosive coumywide situation which
was climaxed last Saturday when a
63-jear-old Negro was shot to death
on the courthouse lawn.
Barlow denounced Case for not
doing his duty. He said the siierilf
"has not turned up one witness to
anything'' in connection with the
shooting of Lamar Ditney) Smith,
63-year-old dog trainer.
Three white men - have been
charged with murder In the shoot
ing. Each v as released on $20,000
bond pending grand jury action
next month. They were identified
as Noah Smith. 69. Msck Smith, 45,
and Charles Falvey, 39, all oi near
Brookhaveu.
Barlow said Case "told me he
saw Noah Smith leave the scene of
the killing with blood all over Inm.
"It was his duty to take that
man into custody regardless of who
he was, but he did net do it."
Smith had reportedly tii'.cd
other Negroes to cast absentee bal
lots In the state's gubernatorial
race.
Bartow criticized Gov. White for
refusing- his request for highway
pairol aid in investigating the
killing.
' The governor said he would do
nothing without being requested by
the sheriff," Barlow saio.
White said he had no authority
to send the patrol into any coun
ty without the proper request.
Barlow called for a general
housecleaning for what he termed
fraud and corruption throughout
the county.

British estimate that Russia and
her satellites have six million men
under arms but he didn't say
what the correct figure Is.
An article by M. Mlkhaftov in
he Soviet government newspaper
Isvesti. jitoted by Moscow radio,
commented on the reaction of the
British Foreign Office to fast
week's announcemtnt that the
Soviet t!aion is catUnir its armed

The FbreigB Office said it was
difficult to judge what such re

forces "are estimated at some
4.750.000 with a further 1.250,000
in the satellite forces.
Mikhailov asserted such a pro

Church, State
Dispute Boils
BUENOS AIRES, Argentina,
itfi Argentina's Senate has author
ized President Juan Peron to delay
action on the explosive issue of
separating church and state even
as the government renewed its
dispute with Catholic leaders.
The. Senate put its stamp last
night on the government Bill which
already has cleared the lower
house. If Peron signs it, election
of a constitutional assembly to
sever the church's official ties with
the state could be held off until
next May. The original law called
for an election before Nov. 23.
Under the present constitution,
Roman Catholicism is Argentina's
official religion and the President
must be of that faith. The Vatican
excommunicated Peron last June
during his bitter feud with church
leaders whom he accused of start
ing an insurgent , political move
ment. . They denied the charge.
The Senate acted less than 34
hours after Justice and Interior
Minister Oscar Albrieu, in a blunt
statement to newsmen, accused
seven priests In Buenos Aires oi
using the pulpit to incite -"a cam
paign of disobedience" against
Peron, Albrieu said the govern
ment would resume its political
campaign against' church leaders,
halted after the abortive June 16
rebellion against the President, ,
