by Harriman.
The Republican state convention
is expected to nominate U.S. Sen.
Irving M. Ives for governor to
morrow.
John A. Ullnsky, Buffalo parks
commissioner, was reported hold
ing the inside track for the Demo
cratic nomination lor lieutenant
governor.
Roosevelt conceded defeat short
ly alter 1 a.m. when Harriman had
rolled up 541 votes to the congress
man's 217. A majority of 510 was
needed.
Onondaga County's 22 votes put
Harriman over the top, 531 to 213.
At that point In Uie rollcall, Roose
velt strode to the platform. He had
been In an anteroom of the con
vention hall the 165th Regiment
Armory with his wife and mother.

form and Roosevelt congratulated

Dave Beck Defends Use Of Funds

'Said today in advance of the open
ins of a new congressional probe
into union handling of rich welfare
funds he would be "surprised" U
Investigators found anything
wrong.
Beck, a number of whose local
union officials have been sum
moned as committee witnesses,
said he "would bet" no wrongdoing
could be attributed to his union.
' The Investigation was launched
by a special House subcommittee
headed by Rep. Samuel K. McCon
nell Jr. (R-Pai, chairman of the
House Labor Committee, while the
American Federation of Labor was
holding its annual convention ses
sions in Uie samo city.
Today's hearings were the start
of twin probes by House and Sen
ate committees into the multl-bil-
lion-dollar union benefit plans.
Prior Investigations have
brought out that union officials
have profited from investing and
handling the funds, much of the
testimony centering around Beck's
Teamsters union.
Beck, however, told reporters he
considered none of the previous
Investigations have produced evi
dence of racketeering on the part
of Teamsters union officers.
While claiming lack of any evi
dence of fraud, Beck at Uie same
time called for changing the
teamsters union constitution to
give him more authority to safe
guard the funds now controlled by
local and area union groups.
This has been successfully re
sisted by Teamster union local of
ficials In the past, through reluct
ance to surrender say-ao over the
member benefit money. A consti
tutional change could not be con
sidered until the next Teamsters
convention In 1957, and Beck con
ceded that he hesitated to call a
special convention to consider It
now.
AFL President George Meany
has pledged the AFL's full cooper
ation with congressional probes
and has called for a union cleanup
