USAF Changes Pay Policy

report on Saturday's Texas Demo
cratic runoff primary gives Gov.
Allan Shivers a whopping 92,406-
vote edge over Ralph W. Yar-
borough. .
The unofficial Texas Election
Bureau said some 2.500 votes in
20 counties were uncounted. With
234 counties of Texas' 25 com
plete. Shivers had 773,690 votes to
681.284 for Yarborough, the Austin
attorney who now has twice failed
to unseat the conservative Shivers.
Shivers defeated Yarborough in
1952 by a vote of more than 300,
C00. He led in the July primary,
after receiving the blessings of
President Eisenhower, by 23,787
vctes.
II was Shivers who in '52 led the
slate's Democratic Party organiza
tion into the Republican fold and
carried the state for Eisenhower
after actively campaigning for the
UUP ticket.

But it was pretty much the situa
tion 15 years ago today on the
eve of the greatest war in history.
That war started September 1, 1939.
when totalitarian Nazi Germany
marched into Poland.
Fifteen years later, much of till
global drama seemed upside down
with principal characters in the
wrong roles. But otherwise, little
has changed and the world seems
almost to have come a complete
clrlce.
Fifteen years ago it was the
Berlln-Rome-Tokyo Axis. Today it
is the Moscow-Pelping Axis. Fif
teen years ago the issue was free
dom against slavery. Today it Is
the same. Fifteen years agu the
price of peaceful existence was
a free hand for totalitarian expan.

gone through rehearsals In Spain,
Ethiopia and Manchuria for the
global war to come. Today's world
has seen similar actions in Korea
and Indochina.
But there are some big differ
ences. World War II was preceded
by a series of aggressions. The
League of Nations, then the world's

peace, did . nothing. But in Korea
the United Nations, or at least that
segment of It willing to support the
United States, met aggression with
armed resistance - and the aggres
sion was halted. '.
