postponed until after the Geneva
conference. He won a 311-362 con
fidence vote on the same ques
tion last Thursday, but that was
before the fall of Dien Bien Phu
aroused nationwide bitterness.
In Laniel's favor, however,
French Foreign Minister Georges
Bidault Is in the midst of necotia.
iions at Geneva for much-desired
peace In Indochina. To throw out
the government now would mean
throwing out Bidault as well. While
much of the resentment in the As
sembly was directed aiahut the
foreign minister, many deputies
were hesitant about leaving France
voiceless at Geneva heeauui nr
Cabinet crisis.
The general desire to have
France fully represented at Inter
national conferences has done I
much to keen Laniel in office. He
won previous confidence votes be
cause of then-impending negotia
tions, first at Bermuda and later
in Berlin.
The deputies have been ncnnllv
bitter over Laniel's refusal to de
bate the Indochina situation at this
time. Many also feared that if they
voted confidence in him. their
people back home might interpret
k aa approval of the Dien Bieni
Phu situation. - ;
On the other hand a mvmmntJ
crisis could lead to dissolution of '
the Assembly and new elections,
which few deputies would relish.
Laniel argued that "an unpre
pared debate now" on Indochina
would lessen the government's au
thority and would "suspend the
work of the Geneva conference."
