Summary Of
Benson Plan
Announced
The following summary of the
program made by Secretary of
Agriculture Benson, for the House
Committee on Agriculture, has
been outlined by County Extension
Agent C, A. Henderson.
1. That a purt ofoour burden
some stocks be set aside and elim
inated from price support compu
tations in order to case the tran
sition to the new program.
2. That federal assistance be
given to increase the exports of
American farm products both
within and outside the normal
channels of trade.
3. That for the basic commodi
ties, a change be made from price
support at rigid 90 per cent of
parity to price support at 75 to
80 per cent of parity, depending
on supply.
4. That beginning January 1,
1958, parity for all farm products
be figured on a modernized basis
which takes account of present
production methods and changes
in supply and demand, that have
occurred during the more than 40
years since 1910-1914.
S. That when land must be di
verted from production, agricultur
al conservation program funds be
used to help farmers make these
adjustments In a manner that
will advance soli conservation and
long-time efficiency.
This brief report, according to
Henderson, tends to show that
there is considerable thinking to
wards creating a soil saving bank
in order to help solve the sur
plus problem. It looks reasonable
should not be drawn upon to
create agricultural surplus that in
turn greatly reduces farm re
ceipts. Louie Lyons. Malin rancher,
active in affairs of Klamath po
tato growers has proposed a plan
that would take land out of sur
plus production and put it into
soil conservation crops, the
government advancing the actual
cost, such as taxes, water and
planting all of which will be re
paid by the grower when the land
is again cropped to commercial
soil depleting crops.
The outline of this plan has been
sent to the State PMA Committee
for possible inclusion in the Ore
gon soil building practices of the
ASC (PMA I. to Burton Wood,
economist at Oregon State Col
lege, member of Secretary Ben
son's Agricultural Advisory Com
mittee and to William Case, execu
tive director of the National Po
tato Council. The simplicity and
ease of handling a program of
this kind warrants national con
sideration.
