Tax Cut Shovdown

leaders scrambling today for the

issue. '
The President carried his oppo
sition to the country last night In
" a radio and television address in
which he denounced the Demo
cratic proposal to boost Individual
Income tax exemptions as unsound
and politically inspired.
House Speaker Martin (R-Mass)
said he is "quite sure the Presi
dent's address will have the eflect
ii rallying many Republicans and
Democrats to his stand."
But Rep. Rayburn (D-Tex), the
Democratic House leader. Indica
ted by hiS comment that his party
plans to press the tax cut cam
paign In the House. He said the
Eisenhower tax program gives
"favored treatment to a few tax
payers but not to the many."
Rayburn was picked to state the
Democrats' case In a radio and
TV broadcast tonight on the eve
of the House battle opening tomor
row. Aiding him will be Sen.
George of Georgia, senior Demo
crat on the Senate Finance Com
mittee, and Rep. Cooper of Ten
nessee, ranking Democrat on the
House Ways and Means Commit
tee. , ,
House Democrats are pushing a
proposal to boost individual tax
exemptions to $700 from the pres
ent $600. George has proposed an
Increase to $800 this year and
$1,000 in 19S5.
Eisenhower asserted last night

and exoanslon of industry, the
sreatlon of Jobs." 'It would .cost
the Treasury nearly $1,400,000,000
a year. ... .
It is 'to this bill that House
Democrats hope, to tack the boost
in personal exemptions.
Party lines looked tightly drawn
as the test arew near, itepuoucans
have only a four-vote edge over
the Democrats m the House.
Leaders of both parties privately
expressed uncertainty over tne
outcome of the key vote Thurs
day. Some Democrats conceded
they may lose aa many as 10 or
lb members to tne otner siae.
Earlier, they had estimated all
but five or six Democrats would
stay in line. Some Republicans,

week inquiry into the case of Col.
Frank H. Schwable ended Monday
with a dramatic call from his
counsel for a decoration the Med
al of Honor or the Navy Cross
rather than any punishment for
the Marine flier. ....
. The special court was appointed
to study Schwable's 14-months of
captivity by the Red Chinese, the
"brain washing" to which he was
subjected, and the "confession" to
germ warfare which he later re
pudiated. The court, composed of one ad
miral and three generals, will
' recommend whether the 45-year-old
filer should be court martialed
or otherwise disciplined for mak
ing the confession.
Ma. Gen. Henry D. Linscott,
president of the court, said It
would hold no more sessions open
to the public. He said the court
will consider the mass of evidence
and submit its recommendation to
Gen. Lemuel C. Shepherd Jr.,
Marine Corps commandant. The
court's recommendations will be
secret.
Schwable's military counsel, Col.
Paul Sherman, wound up his sum
mation for the defense by declar
ing that Schwable violated no rule
of military conduct except one re
quiring every effort to elude cap
ture.
Sherman said Schwable, after
being shot down, jeopardised "his
life, his safety and his career" by
going to the help of his co-pilot,
Ma). Roy Bley.
"May it please the court," Sher
man said, "for that act we respect
fully suggest that he should be
decorated and decorated with a
medal suspended by a blue rib
bon I"

made available Monday pictures of
two freakish-looking new tighter
planes designed to take off or land
vertically. .
They are the Convalr " FXY1,
built by consolidated Vultee Air-
craft Corp., San Diego, , and the
Corp., Burbank, Calif. .
The crait, are ..caned, "vro'
fighters, for the vertical takeoff
characteristic. Photographs showed
both: -
1. Resting on their tails, in the
position In which they would take
off or land. . '

given out about the strange craft.
There was no indication either has

bill pending in Congress. This
would cut about 35 excise taxes
by 012 million dollars a year a

At the outset, Eisenhower saia
his administration "has asked the
Congress to approve a great pro
grain to build a stronger Amer
ica for all our people.' He cited
as its goals expansion of social
security,, broader unemployment
insurance, more and better homes
and elimination' of slums, im
proved health, a better farm pro
gram, improved labor laws and
wider overseas markets.
"Most of these things cost
money," he told his nationwide
audience. "Without adequate rev
enue, most of them would be
abandoned or curtailed. That is
wnv our tax orooosai is uie, cor
nerstone of our whole effort."
; He then cited thepe tax reduc
tions either In effect or proposed:
Three billion dollars a year in
Individual Income taxes and ex
piration of the excess pro!lt tax
on corporations, both of which took
effect last Jan. 1; nearly li oil
lion dollars in reductions under
the tax revision program, largely
through more liberal allowances
for many Items ranging from med
ical expenses and retirement in

depreciation. ,
He reminded his listeners and
viewers that this is an election
year and added:
''Some think it is good politics
to promise more and more govern
ment spending, and at .the 'same
time, more and more tax cuts tor
all. We know from-bitter exper
ience what such policy would
finally lead to.- It would make our
dollars buy less. It would . raise
the prices of rent, of clothing, and
of groceries. It would pass on,still
larger aeDts to our cniiaren, .......
Elsenhower pointed out that
some Democrats have proposed in
creasing exemptions all the way
to $1,000 and said this would re
lieve one taxpayer In every three
from all federal income taxes. "I
think this Is wrong," he ssld. "I
am for everybody paying his. fair
share.".
He then stressed that "the loss
of revenue Involved In- this pro.
posal would be a serious blow to
your government, v . -
"In your Interest, I must and
will oppose such' an unsound tax
proposal," he stated, "I most
earnestly hope that It will be re
jected by the Congress. . . ."
The President departed from hli
tax discussion to answer- critics.
