to spell out details ot the legisla
tive program outlined generally In
his State o( the Union address one
week ago today.
Already his detailed farm and
labor proposals have stirred sharp
controversy, some of it within his
own party. The field of social se
curitydirectly touching the lives
of most Americans would hardly
be less controversial.
Eisenhower previously naa
urged expanding the Old Age and
Survivors Insurance (OASI) pro
gram to cover almost the entire
working population. This would add
about 10'., million doctors, law
yers, farmers and others who are
excluded now.
But some of these groups al
ready have served notice they will
fight against being brought under
a compulsory government Insur
ance program.
Blonde, Beautiful Grace
Kelly Fast Rising Star
By BOH THOMAS
HOLLWOOD Mi It's not hard
to see why Grace Kelly Is one of
Iho Instost rising young stars in
recent Hollywood limes.
1. She Is blonde and bcaulllul.
1. She can act.
This unusual combination has
brought her a series of choice
roles, generally as a wife. She was
Gary Cooper's spouse in "High
Noon," Ray Mllland's in "Dial M
for Murder" and will shortly be
William Holdcn's In "The Bridges
ut Toko-ri." She was also the
wavering wife in "Mogambo."
Her present role In "Rear Win
dow" is her only departure. She
nlavs Jimmy Stewart's sweetheart,
I hope I don't get typed," says
Grace, who Is unmarried. She has
been a pretty cool character In her
film roles so tar. But things are
warming up for her in "Rear Win
dow." She has some smoocmng
scenes with Stewart which Alfred
Hitchcock says aro the hottest he
has directed since the famous love
match of Ingrid Bergman and Cary
Grant In "Notorious."
"They certainly ought to be the
closest love scenes of all time,"
observed Grace. "The camera has

Elsenhower also had promised
"substantial benefit Increases."
About six million retired workers,
their wives, widows or orphans,
are drawinir monthly payments
from the program now.
This would be expecieo 10 oe
popular, especially in a congres
sional election year such as this
one. If critics are satisfied the
benefits arc financed properly.
About 45 million workers arc
contributing payroll deduction tax
es to the special social security
trust lund. now approaching 19 bil
lion dollars.
In addition to changes in the
OASI program, Elsenhower had
called for expansion of vocational
rehabilitation, revision of the fed
eral welfare or relief program,
and expansion of unemployment
compensation to cover 6li million
more workers.
I lace. Can you imagine how it will
look on tne wicie screen? im
mense!"
Grace seems to talk in the tones
of an English lady, but she actually
Is a Philadelphia!. She was born
there 25 years ago, her father being
John Kelly, a well-known building
contractor. Show business was in
the family, however. Her uncles
were playwright George Kelly and
Walter C. Kelly, "The Virginia
Judge" of vaudeville.
An independent gal, Grace made
her way up on her own. She studied
two years at the American Aca
demy of Dramatic Arts, then won
a role in a New York show, "The.
Father," with Raymond Massey.
Twentieth Century-Fox picked her
for a role in "14 Hours."
"Yes, I played a wife In that
ono too," she recalled. "I was sup
posed to be getting a divorce, but
my husband was caught in the traf
fic jam of people watching the man
who was goihg to Jump off a build
ing. The experience got us back
together. The critics couldn't sec
how this had anything to do with
the main plot. The picture iot a
million dollars. ' V
"Twentieth offered me a con'
tract, but I didn't think I was
ready for it. I thought I needed I
more training in the theater." !
So she turned her back on the
Hollywood gold and returned to
New York, After some stage and
TV work, she did "High Noon."
That brought forth the offer for
"Mogambo," which was accom
panied with a term contract. Did
she think she was ready for it
then?
"No," she admitted. "But the
part was good, and I was eager to
see Africa. So I signed." Since then I
all her pictures have been loan
outs, and MOM has announced no
plans for her.
