OREGON ' PAGE TWELVE Can Strike End May Set New Pattern NEW YORK W Settlement of ft strike against the Continental Can Co. was viewed by some CIO united Steelworkers sources today as a possible pattern for ending a walkout against the American Can Co. The two companies were struck Dec. 1. Agreement In the strike of 14.500 workers at 36 Continental plants was announced yesterday. The un ion said It was based on a 15-cent-an-hour package increase, includ ing a general wage raise of 8! cents. The union had asked ft 21-cent-an-hour package increase at the start of the strike and Continental oliered W- cents. Workers' aver age wage was $1.80 an hour In tne United States, SI 50 in Canada. Some union sources said they expected the Continental lormula to set a pattern for agreement in the strike of 20,000 workers at 40 American Can plants. Monroe Sweetland Tuesday nn nounced he would file an Initiative petition to make the oflice of state public utilities commissioner an elective post. The Milwaukie legislator, who siso is Oregon's Democratic na tional committeeman, said tne init iative "is an effort to make the public utilities commissioner more responsive to the welfare of the people. ... We hope by this new law to halt the long series of rate Increases by restoring direct re sponsibility of the commissioner to the people." The office, then known as rail road commissioner, was elective until 1931 when it became appoint ive by the governor. The incumbent who has author ity over rates of such utilities as power, communications and trans portationis cnaries Heuzci. Heltzel recently rejected a com plaint, filed by Sweetland and others, regarding the 20 per cent electric power surcnarge.
