Mineral Bill
In Conference
WASHINGTON UPi A bill for de
velopment of mineral resources in
the submerged lands of the outer
continental shelf was In the hands
Friday of a conference committee
which must harmonize the Senate
and House versions.
Late Thursday the senate, by
a voice vote, passed the House-
approved bill with several changes.
One amendment would dedicate
the federal offshore revenues to
aiding state educational programs
as soon ss the present national
emergency ends.
Both the House and Senate ver
sions authorize the secretary of the
Interior to administer the lands out
beyond state seaward boundaries.

PORTLAND WI Delegations
from, three Oregon communities
pealed to the Highway Commis
sion Friday for road improvement
to eliminate traffic accidents.
A group from Josephine and
Jackson Counties asked a four-
point program: Improvement of
the Pacific Highway north of
Grants Pass, construction or a
four-lane bridge across the Rogue
River at" Grants Pass; improve
ment of the Crater Lake Highway,
and extension of the Little Butte
secondary highway east to the
Klamath county line.

Free Man From Bank

night a man wanted to get out of
a bank.
Police were summoned to the
Chatham Bank by a telephone call
and found the caller, William H.
Rudd, an assistant cashier, peer

Rudd said he was locked in while
working late checking accounts. At
his direction, police got in touch
with a bank official who unlocked
the doors.

per cent of the Army's Reserve
oificers have agreed to exchange
their old, five-year commissions
for indefinite term appointments
now provided by law.
Of 353,895 officers offered s
choice between giving up their
military standing or accepting the
indefinite commissions, 227,225
said they would stay with the serv
ice. An additional 15,246 officers
will be given another chance to
take Indefinite commissions before
their five-year appointments expire.
