mmoo when the picture turns
trim and things are in a hell ol
a fix.
It It the time when each of the
armed forces tells how EOOd It Is.
And it is, perchance, the time
of budget-making. It happens every
year, in peace ana war, in every
administration.
Some years there are mysterious
rumors of foreign submarines
cruislns off American shores. Oth
er years there are vapor trails
from highflying, unseen, unknown
aircraft above the northern de
fense perimeter. And some years
people Just sit down and add up
all the military and diplomatic
perplexities and intelligence esti
mates and come up with a broad
and brooding and black picture. .
GUM PICTURE
Only yesterday a (roup of con
gressional leaders emerged from
White House session with mili
tary, intelligence and national se
curity council officials speaking
cryptically but apprehensively 01
the briefing they had. It was noth
ing new. they said the picture has
been grim lor a long time.
The congressional leaders then
went to the Capitol where Con-
cress is going to work on the
budaret.
Across the Potomac at the Pen
tagon the armed forces seemed
to hear no unusually loud alarms
from around the world but maybe
that Is Just because they are used
to the grimness of the times.
Individually, the three services
wanted folks to know how each of
them was ready to fight any kind
of war in any kind of place. There
was the impression each could do
it as well or a little better than
either of the other two services.
In fairness, perhaps they re
called the economy drive of a few
years ago, under Louis A. John
son's defense secretaryship. Most
people in the Pentagon believe
that campaign was partially re-
SDonsible for the state of V. S.
unreadiness when the Korean War
broke out.

The Air Force had learned a lesson
in the art of publicity.
MISSLES
The Army, perhaps not wanting
to be overlooked when ideas about
rocket-age arsenals were being cir
culated, came up with a summary
of its program in the guided mis
sile field. Through several hundred
words the Army went in for some
re-presentation or tecumcai iacu
about rocket shooting, captioned
the release with the declaration
that "Army's new guided missiles
now roll off assembly lints." But
It didn't say what the missiles are
or how many have rolled off. With
the background presented, the
Army got to the point, announc
ing: The Army now nas weapons
that aim themselves alter uie
trigger is pulled and it is almost
impossible for them to miss a tar
get.... Fantastic though it msy
seem, one of the Army's surface-
to-air missiles. . .carries a guid
ance system designed to out-ma
neuver and hit enemy aire ran.
The enemy Diane, said the Army,
may "dive, climb, bank, side-slip
or turn tail but the Army's new
weapons still will knock them out
of the skies."
The Army's account came out
late in the day. Presumably there
wasn't time left for the Navy or
Air Force to get out reports on
their fantastic robot weapons.

for regulation, labeling and pack
aging of all frosen desserts re
ceived the backing Thursday of
Oregon Dairy Industries.
The organisation, which gave Its

given a choice between Calumet
Castle and another estate In the
Thousand Islands, the Jefferson
County publicity council and cham
bers of commerce in the vacation
area announced Thursday night.
The groups said negotiations
were under way to obtain an al
ternate offer of Pullman Island,
estate of the sleeping-car tycoon.
calumet Island, they said, is
large enough to house the entire
presidential staff, Pullman Island
was described as somewhat cosier.
The castle, owned by a group of
businessmen, is complete with
"good communications but private
enough to permit a full growth of
beard if the President feels like
loafing," the agencies declared.
Calumet and Pullman both are
within a short boat-ride of Secre
tary of State Dulles' aummer home
at Main Duck Island, in Lake On
tario.
Draft Reaches
Iron Lung
PORTLAND UPi An 18-year-old
Oregon City High School senior
was registered for the draft Thurs
day at a hospital where he is con
fined to an Iron lung with polio.
Elmer A. Whltteker was 18 on
Friday, Feb. 13. Awafe that under
the law he was required to register
for the draft within five days, he
notified his board he couldn't com
ply. Selective Service headquarters
sent Mrs. R. C. Youngren. a clerk,
to him and the registration was
completed. -
Whltteker was stricken Sept. 31.
A tutor helps him keep up with
his studies and be expects to grad
uate with his class.
Buddy, his -year-old brother,
also was a polio victim, but he
has recovered and has returned to
school.
Foreign Meat
Signs Ordered

Thursday of Walter Upshaw of the
State Department . of Agriculture
after reports circulated that some
market operators were considering
selling the beef, which has been
retailed elsewhere In the country
for 38 cents a pound for T-bone
steak.
Sale is legal in Oregon provided
the sign a foot high and six feet
long is displayed prominently.
At least one Portland retailer
planned to handle the beef. Others
said they were considering it.
Packers here were advised that
more than 4 'h million pounds ol
frozen New Zealand beef Is due in
San Francisco. It was reported
here to be of U. S. commercial

been trying to keep the Jet fuel
from reaching the Reds.
Officials estimate that the last
food supplies to reach the Wlima's
crew forced bv marine police pa
trols to stay aboard will run out
next Tuesday.
Shipping circles believe the Wli
ma's skipper is staying outside
Singapore waters so he can main
tain radio contact with the ship's
owners.
