new Presidium: The demotion 01
Alexel N. Kosygin from full Polit
buro member to alternate Presi
dium member, and the dropping of
Politburo member Andrei A. And
reyev. It la also plain that the breed ot
Communist epitomised by Malek
kov with the accent on youth
holds the reins of the party, and
that these Communists are deter
mined to guard this control jeal
ously, particularly from any pos
aible encroachments from Soviet
Army and Navy.
On the surface, the selection of a
Presidium with 25 members and
11 alternates to replace a 12-mem-ber
Politburo looks like a broaden
ing of the base of the party leader
ship. The likely purpose was strict
er party control. Outside the top
rulers of the party, members of
the Presidium are either regional
party leaders or heads of minis
tries or party sections.
The authority of the name of
Joseph Stalin still holds sway, but
there seems little question the Mal
