John&on aald the alrpower build
up han been alowed down by a
"capacity lor Indeci.Mon which at
tlmen has reached amazing
leveln."
AlthouKh the Oefene Depart
ment did name a production czar,
Johnnon naid, "he did not receive
the necennary authority and even
tually waa reduced to the atatun of
a Job holder part-time." Aiden of
Johnaon aaid thin waa Clay Bed
ford, industrial leader who waa
named apecia aaaintant to the sec
retary ol defence.
The new report anked appoint
ment of "a lull-time production
czar with powera to determine pri
oritiea, to Ireeze de.sigan to the
necessary extent, and to order
quantity production Initiated, ao
that our minimum air requlre-
nienln are met an quickly as pos
sible." The report alno called for a
Krealer share of federal lunds lor
air power and Jess lor ground
and sea arms.
The report waa sharply critical
of constant changes In models and
additions of gadgets and gimmicks
to aircraft designs. It said there
was a need for design freezes and
mass production.
"A tendency toward 'gimmick
erie' has loaded some of our planes
with gadgets to a point where their
effectiveness has been decreased,"
Ihe report said.
No such ori.vs face Soviet Rus-
aia, the report Indicated, saving:

mit such end items to become ob
solete."
Some comments In the body of
the reiKirt appeared more wither
ing than the conclusion and recom
mendations.
An example:
"As will be demonstrated, the
history ! our air buildup is a tiaga
of bad programming, neglected
warnings, lack of co-ordination,
abuse, misuse, and disuse of pow
er, bad advices to the executive,
and a general refusal on the part
of our governmental agencies to
pull together or work together in
a dedicated way to strengthen our
air arsenal."
Even two years after the sur
prise Communist attack In Korea,
Ihe report said "we have far less
than the first-line aircraft we
need."
It added:
"In our opinion, no business or
ganization would countenance the
excuses and sell-serving Justifica
tions for either the unremllara af
the schedules established or the
Inability to meet even the reduced
schedules.
"Despite attempted legerdemain
with chart and graphs, nothing '
can obscure the fact that our plan
ners have failed miserably. They
have continually erred In letting
production goals."
The report aald the Air Force In '
June, 1051, planned monthly pro
duction of 1.060 aircraft, later
stepped Uns up to 1,400 month
out cut It back In January of this
year to 800.
