The I'olltburo, deriving Its pow
er theoretically from the Central
Committee of the Communist par
ty. Is In fact the rullnu body of the
Hovlet Union, and thus of world
communism. It Is made up of
I'rlme Minister Joseph Htalln, par
ty secrelary-ueneral, and 10 others,
plus a number of alternate mem
bers, and has wielded unquestioned
authority under Blalln.
Under the new statutes the Polit
buro and Oruanlzallon Bureau are
replaced by a "I'raesidlum" which
has the function of "guiding- the
work of the Central Committee be

The parly becrelarlat, however,
remains under the new statutes.
The new statutes also provide for

Committee which names the Pol
itburo Is likely to rank with the
five-year-plan directives In Import
ance and Interest.
Today's party decree said the
congress would consist of two dele
gates for each 6,000 members of
the party one with a vote and one
with an "advisory voice."
The proposed economic direc
tives set forth a number of In
creases for Individual Industries
to make by 1055 over their. 1950
output. These Included:
Steel. 62 per cent: coal, 43 per
cent: oil and petroleum, 86 per
