Of Convention Violation

of State Acheson accused the Chi
nese Communists Wednesday 01
violating the Geneva conventions
setting the rules of war.
He said so in the face of Pelptng
broadcasts that the China Reds
will accept the provisons condition
ally. Asked at his news conference
whether he thought these broad
casts constituted a forward step,
Acheson said that all he could do
was hope so rather feebly. .
The Red broadcasts announced
that Communist China has decided
to recognize conditionally the Gen
eva treaties banning germ warfare
and setting rules for the treatment
of war prisoners.
Acheson said that In the early
stages of the Korean fighting, tire
Chinese Communists said they
would abide by the Geneva treaties
but. he declared, they have not
done so.
Specifically. Acheson said, the
Reds have failed to abide by pro
visions calling for periodic publi
cations of a list of captives, for
inspections of prisoners of war
camps oy an international agency
and for marking POW camps so
that they would not be mistakenly
bombed.
Acheson charged also that the
Communists have failed to abide
by two other provisions.
These call for the appointment 01
protectine power to supervise
treatment of the prisoners, and for
notification when prisoners are
sick or wounded.
None of these has been adhered
to in the past, Acheson told re
porters, adding that whether the
new step means any cnange irom
past practices can not be known.
