The counties have been getting
80 per cent of the receipts. The
government has been getting 45
per cent, out of which It pays var
ious O Ac O operating costs. The
remaining 29 per cent has gone
to the government to reimburse It
for money paid out in reclaiming
the land from the Oregon and
California Railroad and for pay
ments It made to the counties In
lieu of taxes when receipts didn't
offset the counties' tax losses. '
By. May, 1951, however, the
government had gotten back all
Its revestment costs and advances
to the counties, and the additional
35 per cent also reverted to the
counties. This gave the counties 75
per cent, the government 25 per
cent.
Pending completion of an audit

Oregon Milk Control compels storej to charge much for
cash-and-carry milk as you pay for home delivery a requirement
in which Oregon stands almost alone among the 48 state.
Among cities of Portland's size or larger,
92' i have lower prices for milk bought in
stores, with an average saving of l yi cents
a quart. Portland is the only smch city west
of the Mississippi where store and delivered
prices are the same. The six cities where
store customers save most are:

Oregon Milk Control has not permitted
the consumer to benefit from such savings
made possible by efficient distribution.

This fact was disclosed by Oregon State
College's two investigations of distributing .'
and retailing costs for the Milk Control
authorities published in 193I and 1952.
These cost studies-show: -
1. Milk could have been profitably priced
an average of two cents lower by half the
stores surveyed (most of them independent
stores) when supplied by half the wholesalers
studied. .
2. A four cent saving could actually have
been passed on to consumers by Portland's "
most efficient independent store, supplied by
Portland's most efficient wholesaler.
