drawn up Saturday after marathon
union-management bargaining ses

pay, Improved vacation benefits and
an employer-financed health and
welfare fund managed Jointly by
marniRement and the union.
The wage Increase is subject to
approval by the Wage Stabilization
Board.

Tuesday It has located more than
19.000 draft delinquents since the
peacetime oeiecuve ocrvice law
went Into effect.
The data was made public by
director J. Edgar Hoover on the
fourth anniversary of the law.
Of the men located. Hoover sulci.
3,301 were actually fugitives, and
prosecutions have resulted in 654
convictions.
Hoover stressed that the Bureau's
chief Interest In such investigations
is to make the draft delinquent
available for military service. He
said those prosecuted represent
only the most willful violators.
Some 11,929 cases of indicated
draft-evasion were awaiting Inves
tigation at the beginning of this
month, the report said.

McMINNVILLE l.t) A prisoner
in the Yamhill County Jail yanked
a piece of pipe out of the Jail's
plumbing, then used the pipe to
batter his way through the already
crumbling brick wall.
After all that work, he walked
free to the road to hitchhike a
ride. The first man to atop for
him was Jack Hogevoll, a state
policeman.
Hogevoll gave the escapee,
booked a ohn Ray. 29, a ride
back to the Jail, where he Is held
on a stolen car charge.
