steel Industry, Warren said at the
Oregon Press uiuds annual

"I don know the merits of the
steel controversy. ... the facts
are still in dispute. But I do know
tnat we are passing inrougn some
sort of crisis when it is asserted
by the government of the United
States in one of its own courts that
the President is not limited by the
Constitution in times such as we
are living in and that the courts
are powerless to enjoin him from
coing anything he desires to do.
(Warren was referring to state
ments maae oy Assistant Attorney
General Holmes Baldridge when
the government was presenting its
case on the steel seizure.)

know how the Supreme Court will
decide "concerning the right of the
President, to seize the steel indus
try in the crisis that confronted
the nation, but we all can hope and
pray that it will never say the
power of the President Is not lim
ited by the Constitution of the
United States."

powers of the executive, as recent
ly asserted, is .to me the most
brightening thing that has occured
In our- governmental life in many
years." he said.
Warren criticized news barriers
which he said can be found at all
levels of government.
"Since the war." he said, "in
many quarters there has not only
been a reluctance on the part of
public officials to abandon the
practice of withholding informa
tion, but there has been a positive
trend toward accelerating it. Last
fall the trend was given impetus
by the executive order giving fed
eral authorities the right to deter
mine what they will make public
and what they will conceal as con
