The basic trouble in these situ
ations appears to be that wives feel
they are doomed to another lonely

businessmen expect Japanese trade
competition to mount now that he
Is free again.
Occupied Japan was already
making great strides toward re-
capturing her oki trading position.
England particularly was feeling
the pinch as Japanese textiles and
metal products moved into markets
the British like to supply.
As Japanese trade grows with
India, Pakistan and Indonesia, the
depressed British textile industry
will have still a harder fight to
keep going, nor will our own tex
tile exporters like it.
Japanese goods have been mov
ing into the United States in in
creasing quantities as she rebuilt
her industries during the occupa
tion. Much of this re growth of Japan's
world trade was fostered by oc
cupation policies aimed at getting
her back on her financial feet and
less of a fiscal burden to the
United States.
COMPETITION
But American businessmen have
complained at the competition of
fered in many lines metal prod
ucts, gloves, pottery, toys, and tex
tiles. Complaints have stressed the in
ability of American manufacturers
to compete in price with Japanese
goods made by workmen whose pay
scales are so much lower.
And some American manufactur
ers have charged that the quality
of Japanese goods was inferior to ,
American items, making price com- I
petition still more one-sided.

most instances to use an X-ray
machine or fluorescopic as an aid
to fitting shoes but this is com
monly done and the question has
been raised repeatedly as to wheth
er it might harm either the cus
tomer or the salesperson.
Until recently it was difficult to
answer this question correctly but
now a report on this problem has
come from the American Confer
ence of Governmental Industrial
Hygenists.

The British have been glad, how
ever, to get some steel from Japan
to help make up the English short
age. Japan's shipment of 109,000 tons
of steel to England is small stuff
compared to the American pledge
to ship one million tons of the
scarce metal, but Japan is offer
ing to send more, and the British
need it.
Japanese ship lines are rebuild
ing too. During the first Quarter
of this year, the American Bureau
of shipping reports Japanese took
14 of the 19 merchant ships com
pleted in shipyards around the
world.
Four of these freighters were
built in Japanese shiDvardR. Before

the leading shipping nations.

But before McGranery can take
office he must be approved by the ;
Senate. Weeks have passed and no j

Before the senate Itself votes on
McGranery. he must be examined
bv the Senate Juaiciary Committer
This committee is headed by Sen.
McCarran of Nevada, a Democrat
but no Trumanite.
When it came to the steel seiz
ure, government lawyers apparent,
ly could find no law on the books
specifically giving the President
authority to take over the steel
industry to head off a strike.
Truman decided such a strike
would hurt defense and o damage
the national welfare. Since he
seemed to lack authority in any
law for the seizure, he relied ou
the Constitution.
The powers' conferred on- the
President and commander-in-chitt
by the Constitution are broad and
vague. They don't say he could
seize the steel industry in a sit
uation like this. But they don t
specifically sav he couldn't.
Truman interpreted the Consti
tution as giving the president un
stated but wide and Implied power
to act as he did m this case wneu
he thinks there is a national emer
gency and that the country might'
suffer if he didn t.
At once his critics in Congress
called him a dictator and usurper
of constitutional powers which they
argue don t exist.
DUEL
The fat was in the fire again
And Monday the Senate, led by Re
publicans, voted what was in effect
a rebuke to Truman for bis action
in the steel dispute.
Truman struck right back. He
called this kind of Senate action
negative. He challenged Congress
to take a constructive step dv sug
gesting oy law some way out oi
