You often hear neoule declare
"Oh, the studios like to have their
stars get tn scandals; thry uunk
any publicity Is good publicity,
I have found no evidence to tup
port this belief. The men who run
the studios are responsible c llteiu.
They know that business built on
scandal Is shakv indeed. None of
them argues that Hollywood scan
dals have a good effect on tho box
office. But there ere two schools
of thought on the effect.
I. One segment of the Industry
is gravely worried about film scan
dals. The arguments: The U. S. Is
Puritanical by tradition and cen
sures offenders of public morals.
More people go to church 181.000,-
000 members) than go to the mov
ies 178,000.000 estimated weekly).
Those who argue these noints
add that the four top moiiey-mnk-lug
movies "Cone With the
Wind." "Best Years of Our Lives."
Bells of St. Mary's." "Goiuir Mvl
vtay are all moral tales. They
also cite the top boxoffice stars
John Wayne, Bob Hope, Blng Cros
by, Betty Orable. James Stewart.
Abbott and Costello, Clifton Webb.
Esther Williams, Spencer Tracy.
Randolph Scott.
None of them has been Involved
in a big scandal: they are respect
ed and responsible citizens.
3. others ergue that although a
star Is not helped by a scandal.
he is not hurt, either. They claim
that the American public is easy
to forgive and forget the misdeeds
of their favorites. They say thut
responsible people may be of.'end
ed by a star's behavior, but the
responsible public Is not necessar
ily the movie public.
They point out that the careers
of Errol Flynn, Robert Mltchiim.
Robert Walker and Ava Gardner
did not appear to suffer because
of their headlined doings. Rita
Hayworth's return to the screen
remains a question mark, but ob
servers agree If the pucture is
good, it should make money. Like
wise. top producer told me If
Ingrid Bergman had a good pic
ture, a forgetful public would flock
to it.
Charlie Chaplin's last film did
poorlv, but largely because of Its
muddled message and the lack of
the old Chaplin character. Ana
whatever censure was applied
came because of Chaplin's politi
cal views, not his trials on Mann
act and paternity charges.
Even If stars have escaped un-u-nlhdH
frnm scandals, this doesn't
mean that Hollywood is doing noth
ing about preventing future head-
lnes. It lacKS tne iormai macnin-
ery, since the producers' associa
tion can only control turn content,
not individual morals.

DETROIT Ml A little boy who
won more than S2000 betting on
horses Is to have his winnings con
verted to more stable assets-rde-feme

Probate Judge William 3. Cody
ordered that disposition of the
S2805 that 11-year-old Duane Hun

with his father.
The Judge's ruling followed a
hearing yesterday on a petition
from the boy's mother, Mrs. Mona
Belle Hunter, that she be named
guardian of the money. She also
asked that her former husband,
Clavton B. Hunter be denied ac

In the course of testimony, dark-
haired Duane gave some sage ad
vise on his system. He told the
judge:
"On days you lose you don't bet
much."
So, Duane added, while he didn't
always win, he never lost much.
His father, with, whom .the boy
gained entry to the track last sum

Nelson, pointing out that the fed
eral government owns more than
half the land In the II Western
states, suggested a five point pro
gram which he said was Intended
to achieve production on a stable
basis. The first thing, he said,
would be to set up the principle
that sheepmen and cattlemen de
serve considerate treatment and
reasonable freedom from interfer
ence. Once that Is done, he said, rules
could be set up to make sure the
principle Is put Into elfect. Since
much of the Western lands arc
suitable only for graslng, he sug
gested either soles or longterm
leases to encourage construction of
permanent sheds and watering fa
cilities. Improved re-seeding and a
atrengthencd tax base.
But, said Nelson In his fins'
point, the most Important use of
much Western land Is development
of Its mineral resources. Tills, he
said, should be done under the
present basic mining act. There
should be no new federal mining
laws, he said, but ha proposed that
the moratoriums on development
work be discounted and miners be
forced to develop their properties
to noia inem.
