Today's Roundup
By MALCOLM EFLEV
PROVIDING manpower for the light against the
big Sheep Well lire proved to be a major local
undertaking In which a number of agencies dis
charged their responsibilities with
honor.
When Shasta forest sent In a
call Saturday night, the etata
employment office under Man
ager jack Almeter went Immed
iately to work. Mr. Almeter re
mained on the Job until 4 a. m.
Sunday and was back on the Job
again that afternoon.
He called upon the city police,
late police and railroad opera
tives for assistance, and the em
ployment officer asked today that
, . i HMvtfnttion be alven thee
officers for their assistance. They EP1.ET
brat the brush In and out of town for men willing
to work, and 48 were ready at S a. m. Sunday, a
remarkable showing considering tha ttraa when
the recruitment began.
Mr. Almeter received immediate and full coopera
tion of the local radio atationa in subsequent
recrultliig efforts, sending out 19S men directly
through his office and many more going down
directly to ML Hebron to Use employment on the
lire lire.
The flre-fightera were assured of $1.05 an hour
and board as minimum pay. They went out of
here as laborers, but those with special abilities,
iuch as cat driven, received additional pay for
work In the field.
It takes a lot of manpower and equipment to
atop a fire as serious as the Sheep Well blaze. Lum
ber companies, railroads, construction outfits and
agricultural operations were quick to cooperate In
providing both men and machines. It take that
kind ol coordinated effort to lick a savage blase
like that one.
Highway Beaurification
WITH an official project already launched to
provide elaborate landscaping on the new
construction section of the US 7 north entrance,
the Klamath Falls Garden club has taken steps to
encourage private Improvements along other sections
of the highway route through .the city.
The Garden clubbers are especially interested in
tilings that are being don along Esplanade street,
which was raised to US W status by the north
entrance construction. There are parking area
along Esplanade, and a continuation of some of the
constructive work don there can mak It a moat
handsome street.
The Garden club has asked us to mention a num
ber of individual and business establishment who
have already made landscape improvements on
Esplanade. These Include New Method Cleaners.
Carter' store", the medical clinic and the dental
clinic, as well a motels and apartment house there.
On the other end of town, th club ha picked out
the courthouse. Veterans' park, an oil station, various
motels, and a number of residence on Riverside
for commendation.
The club make th worthy suggestion that this
general Improvement be continued, so that Klamath
"highway through the city" can be classed along
with the best of them anywhere for attractive ap
pearance. '
MEANWHILE, th publio project on the new
north entrance (Kit Canon way. It should be
called) la getting along. Th contractors have been
her laying out the work, and selection of natural
shrub has been started by th Lakeahore Oarden
nursery, which ha the sub-contract.
An Interesting feature of this job I to be th
planting of chinkapin, a dwarf chestnut, which 1
found in wild slate in the Oreensprlng area west
of here. Botanists say that transplanting this shrub
Is pioneering In that field, and the local effort
will be watched with Interest. There are enough
of th broad-leafed evergreen west of here that a
mountain out then ha given the name of Chinqua
pin, which Is a variant of th spelling of this
Interesting member of th chestnut family. Plant
will be removed shortly from the hill and heeled

These Days
By
BACK In th NRA day, when th blue eagl
soared high and noisily, collective bargaining
in any form disappeared. The Idea was that
Industry would be organised Into associations; work
ers into unions; the government would determine
between them. Collective bargaining Is a free ar
rangement among free men: It must include freedom
to strike which I labors device for asserting Itself;
it must include freedom for the employer to present
his case and to shut down It he cannot operate at a
profit- Collective bargaining is wasteful and costly,
but it Is Inherent in a free system. Similarly, the
right to start an enterprise or to close it down Is
Inherent In freedom. And no price la loo great to
pay for freedom.
Even before th NRA, when Herbert Hoover was
president, a commute of Industrialist, closely as
sociated with the United State chamber of com
merce, proposed to him the system which was
eventually developed Into the NRA. This proposal
Herbert Hoover rejected as fascistic. as an abridge
ment of th liberties of Americans, as strictly un
constitutional. These men never forgave him for
placing th constitution above political support.
And although some of them were republicans, thry
withheld their support from him in 1931.
Unconstitutional
THE supreme court eventually declared the NRA
unconstitutional, but the fascistic concept and
you will find It in the Italian and Grrman legisla
tion under Mussolini and Hitler that collective
bargaining is anti-social because It is wasteful, that
the government must determine wages, hours, and
working conditions accordUif to It needs, persist.
Certainly. It I more efficient, less costly, less un
certain for th government to have this power,
and congress gave the president increased powers
In this direction during the war. But It Is not free
dom. The emergencies of war always place limita
tions upon freedom. It is a further step In the
direction of the enslavement of the individual to
the power of the state.
For once the government determines wacrs. hours,
working conditions, it really determines price, and
ultimately must determine quotas of production and
profits. That means that for the system of fre
enterprise is substituted a fascistic system of eco
nomics. That system did not sustain Italy and
Germany during th last war aa the system of
free enterprise sustained the United States.
It Is with this end in full view that Clarence B.
Randall, president of Inland Steel company, made
this point:
"When the president announced th formation of
this (fact-finding) board he was In fact announcing
an industrial revolution in America. By doing so
he ha declared himself as favoring a new social
order, and one so different from that under which
our magnificent production record has been achieved
that unless the process is stopped, and (topped at
once, there will be no possibility of turning back.
Through this means, whether he knew It or not. he
has proclaimed that wages shall be fixed by the
government . . ."
Little Foresight
UNFORTUNATELY, w rarely look ahead to
this country. We hav become great improvis
es, setting upon a course to meet an Imminent
storm, but forgetting to take a compass aboard or
even to be sure that our rudder Is In order. Some
how we hav managed to do well in spit of little
planning and even lea foresight. But w are com
ing dangerously doe to what Hoover In his Palo
Alto speech called th "last mil to collectivism"
If that I what th American people want, they
can, of course, continue to vote for It, and we
shall hav It But nothing that has happened
under the various brand of socialism tried In
Europe, the fascism of Italy and Oermany, the
communism of Russia and her satellite, the fablan
Ism of Oreat Britain Justify th assumption that
aorlallsm Is a superior system to capitalism.
It Is even possible to say. after viewing th past
10 year, that the Issue is. freedom under capitalism
versus slavery under some form of -tnin And
that Issue will be resolved sooner than we think,
for If the United State accepts any form of Eu
ropean anciallsm. th productive genius of the
western world will hav been stifled and our civili
sation will deteriorate. It I a much greater Issue
than the management of a single Industry.

THE DOCTOR SAYS
Irritable Coon Painful
By EDWIN' P. JORDAN. M. D.
Written for NEA Service
As far as one can tell, millions
of people are afflicted with a con
dition sometimes called spastic co
lon, irritable bowel or mucous co
lli:. At present most specialist
prefer the term irritable colon.
When this condttlon Is present,
the wave-like motions of the
bowel which carry food and waste
through the Intestines come too
close together and this pushes the
contents along too rapidly. The
usual result is alternating period
of diarrhea and "constipation." the
latter merely reflecting the fact
that there is nothing left In the
lower bowel to eliminate. The so-

called constipation stage frequently
gives people the Idea that some
thing drastic must be done and a
cathartic is taken which makes
matters worse by repeating the
whole vicious cycle.
Patient Are Nervous
Those who are afflicted with an
Irritable colon are almost always
nervous and emotional. They get
upset easily and whenever this hap
pens, their symptoms get worse.
This Is caused by the fact that men
tal strain stimulates the nerves go
ing to the intestines and results in
Increased wave-like activity. A
bloated feeling la common. Ourg
ling sounds which are caused by
churning Inside the intestines may
be heard for some distance.
Exposure to cold, various irritat
ing foods, especially raw fruits and
vegetables, may make the condi
tion worse. Cathartics and laxa
Uves are frequently responsible for
setting off what might be described
a an attack.
A spastic colon Is a very uncom
fortable condition. When It has not
existed too long treatment is fairly ;
effective. T h 1 a Includes strict'
avoidance of laxatives and laxative j
foods such as raw fruit and vege
tables. The use of what is called a j
bland diet, consisting largely of
milk produete. eggs. fish, etc, is
desirable.
Those who understand the rela
Uon between their nerve and the
symptoms of intable colon can al
so help themselves a great deal by
consciously avoiding annoyance,
worry and emotional upseta when
ever possible. When the condition
has lasted for a great many years,
treatment la complicated, long and
often not completely successful.
This condition is never fstal. and
so fsr ss is known does not in
crease the chance of developing
cancer In any way.
