What our friend was fettlnc at
Is that some Klamath Falls or
Merrill people, seeing a story
that Ux rates are down, may be disappointed to
find their Ux bills are as high as or higher than
they were last year.
Their taxes may be higher if their assessments
hare been raised since last year. If their assessed
values are the same, they WILL find slight re
ductions In their Ux bills In accordance with the
lower ratea.
Last year, a stiaight-across-the-board 25 per cent
Increase was made In all assessed values. That
Increase showed up In last year's Ux rate, so It
Is not a factor In comparisons between the ratea
announced yesterday and last years rates. Any
Increases In assessments made this year are based
on actual Improvements on the Individual pieces of
property. Such assessment Increases that have been
made, of course, will show up In the Ux hi Us on
those piece of property and may boost the tax bill
even though ratea are lower.

ANOTHER point that ought to be made in con
nection with the rate announcements I this:
Tax rate reductions do not necessarily mean that
the taxing unit Is spending less tax money.
For example, the total assessed value of property
In Klamath county this year la (4(.34(.143.22. Last
year It was (43.223 037J. That Increase In assessed
value makes it possible for the taxing unit to
spend more without actually increasing the Ux
rate.
The fact that there an some decreases ja Ux
rate Is good news, but It should sot be interpreted
as a signal for a spending spree, either. Our
friend, who is a conservaUvw on public spending,
was afraid our headline, though entirely correct,
misfit tend to create a carries public attitude to
ward Ux spending. There is nothing In the situa
tion to Justify such an attitude. -

A HEN the members of the atomic energy com
VV mission were appointed in 1(4. I wrote that
Admiral Lewis Straus would find himself In op
position to his colleague. This has proved to be
correct. He has been having a tough time of It,
Lewis Strauss la the exact opposite of David E.
Lilienthal in personality, experience and outlook. A
believer tn government by law, trained by Herbert
Hoover, he could not be bullied or high-pressured.
He had a long record of successes behind him when
he tame to the commission. Bureaucrats dislike the
self-made man, the "Horatio Alger" type. They
prefer the obedient servant who cornea up through
channels. Most of ail, they haw the successful
business man Who has earned a fortune.
lilienthal pushed himself from the TV A to the
AEO. In the course of the hearings before the
congressional committee which considered confirma
tion of his appointment, he admitted that two of
the other members of the AEC were his nomina
tions so that he began with a clear majority of the
commission. It Is Interesting to note that there
have been two resignations from the commission
namely, the very men who were hand-picked by
Lilienthal.

He Know It All
LILIENTHAL'S weakness as an administrator Is
that regardless of the law, he knows what is
best for us. and that la what we are going to get.
His apparently uncompromising stand on his right
to award valuable government scholarships to com
munists la characteristic of a bureaucrat's approach
to the Uw.
It Is now clear that Strauss has long been at
odds with lilienthal on the question of adherence
to the atomic energy act as passed by congress.
According to the public testimony recently printed.
Lilienthal announced that in over 500 decisions of
the AEC there had been dissents In only a few
case, and these from only one commissioner
Admiral Strauss. When Strauss was called to the
stand, he made it quite dear that he had voted
"no" In a number of cases where the Uw, In his
opinion, was being ignored. Each of these cases, he
said, concerned some aspect of the security of the
country.
Cnaole to tolerate an honest difference of opinion
or refute the legal basis of the argument. Straus's
opponents pull the old new deal trick of smearing
him as former banker. It is whispered that he
Is an ardent Zionist, and therefor anti-British,
which true or false has nothing to do with the
case and which certainly Lilienthal' adherents
ought not to talk about because whenever anyone
questions his Judgment, they shout "anti-Semitism I
The vital issue came to a bead In the recent secret
conference at Blair House. Briefly stated. It la

be done by th AEC on lu own Judgment or only
by consent of congiea as provided in the atomic

THE following paragraph from a letter from
Straus to Senator McMahon on June 34 states
the case:
-. . . May I be permitted to express my vigorous
dissent from a philosophy which ha been advanced
before your committee, namely, that parts of the
McMahon act are not. to be taktn literally. That
is a doctrine to which I cannot subscribe. It pans
of law are not to be taken literally, then the time
and effort devoted to careful drafting are wasted.

Mrs. Edward P. Jelley announced
this week that they will leave Sat
urday. August II. for India where
they will enter missionary work for
tne nrat Baptist church of Lake,
view. They wlU sail from Seattle,
Wash., on September 1.
Accompanied by their two sons.
uarrou, 14. and Ernest. 12, they will
enter missionary work In the
Ahmed nager district of Hindustan.
They have sold their horn here to
finance part of the trip, and other
una win pa provided by th local
Baptist church.
Th missionaries expect to be In
India for several years. Their pres
ent visas are for one year, but will
be extended.
