etseo August 1 at which It proposes to take up this
question, and In particular has in mind the possible
substitution of Southwest Airwaya for service to and
from Klamath on the south side that Is. to San
Pranclaco and certain way-points (maybe Including
Medford.)

DISTURBINGLY enough, the CAB has not Indi
cated that It la giving any consideration to
Klamath eerrlc to the north. Obviously. If wt are
going to have substitution of service which la
adequate, and which In any way equals that now
provided by the United mainline rs, we must hare
good air connections northward to Portland.
In that connection. West Coast Airlines enters the
picture. West Coast Is a feeder line operating tn the
northwest aa far south aa Medford: Southwest Is s
feeder line operating through California and as far
north as Medford. It la possible that by bringing
these two line into Klamath Falls, direct, fast
eernce could be provided tn both directions. We
definitely are not yet advocating doing that as a
substitution for United: but we do see thst possi
bility and certainly the community must insist that
both north and south service be provided In any
change that la made.
. West Coast Is Interested. It has filed a motion
before the CAB which proposed thst Its services be
considered in the suggested changes tn airline
aathoriaailons for Klamath Falls. West Coast offers
several plana; fundamentally, these propose that It
be permitted to serve Klamath Parts with a ecctnec
tsost to Portland rut Bend, with possible connections
alao with Medford.

I ISUALLY when a government Issues what Is often
IJ called a -white paper," Its object Is to take an
Immovable stand, to lay a foundation for the Justifi
cation of that stand. Often such documents are Issued
on the verge of declaration of war or Immediately
thereafter. Once a "white paper' has been Issued. It
Is assumed thst the government's policy haa been
established, come what may.
The American policy toward China was generally
fixed from IMS to lfrtJ. At the Teheran conference,
Mr. Roosevelt abandoned the traditional American
policy of maintaining the territorial and administra
tive Integrity of China and of resisting recognition
of territorial changes accomplished by force. Instead,
he accepted Soviet Russia as the successor to Japan's
rights, claims and assumptions In Manchuria. This
waa done a few days after he had reached a contrary
agreement with Chiang Kai-shek at Cairo.
Since then, H has been one ot the fixed functions
ot the state department and of the new deal to
defend what Roosevelt did. while not admitting
that he did It Since IMS, particularly since V J Day,
the government of the United Statea has taken step
after step leading to a communist victory In China
and tha hegemony ot Soviet Russia over thst country.
As a result of a aeries ot obvious blunders. It is not
beyond historic possibility to assume that soon East
ern Ails will fall to Soviet Rossis.
Obvious Untruths
THE state department caused the American people
to accept the following as truths, although they
are demonstrably false:
1. That Chiang Kai-shek Is Incompetent. Inefficient
and doe not understand China. This Is the Stllwell
thesis.
1. That the Kungs-Soongs-Chens and their
eistea are crooks, thieves and grafters.
3. That Oeneral Oeorge Marshall, when he spent
more than a year in China, pursuing Instructions
prepared for him by John Carter Vincent of the
state department, was sabotaged by Chiang Kai-shek
and hi general and therefore hi sojourn In China
was a miserable flop.
4. That aid to China la wasted because It at always
stolen.
All this the "whit paper will tU. If it la ever
published. If, Dean Acheson's document Is full ot
facts and figures, ft will be Important: if it la a
mere recapitulation ot hearsay. It will make the
United Statea ridiculous.
For Instance, Chiang Kai-shek. In power since
IKS. conquered all ot China against military resist
ance, set up a national government in Nanking,
prevented Soviet Russia from establishing a commu
nist state there tn 1937, and fought Japan from
1H1 to IMS. It la difficult, in view ot such a career,
to say that he I Incompetent and Inefficient and
that h did not understand China and the Chines
people as well as -Vinegar Joe" Stllwell did. Chiang
was born te Pengrrua. near Nmrpo; Btilwell in
Florida.

withdraw service from Klamath Falls. Belling ham,
Salem. The Dalle and Bend, provided West Coast
ajulras either purchase or lease the faculties
United now owns or leases at the stops.

Oeneral Oeorg Marshall's activities In Chin. Suf
floslt to say that he failed to grasp that a onion
between the nationalists and th communists was as
Impossible In that country a It ha been anywhere
elee. He also failed to grasp that th Chinese army
ws based on personal loyalty and not upon a
national command. These two errors of knowledge
and judgment may be forgivable tn a man of Oen
eral Marshall I training, but It cannot be defended
from th standpoint of history.

Parrot fever, or psittacosis. Is
primarily a disease ot birds, such
as parrots, parakeela and love
birds. Several years sgo in one
shipment ot 1(1 birds from South
America, only It were found to be
free of the virus which causes this
disease.
It can spread to human beings
from birds. In human beincs 11 pro
duces a high fever with symptoms
in trie lung, similar to pneumonia.
The virus can be obtained from the
sputum of Infected people and
when Injected into mice produces
me oisease tn tnese animals.
In 1932. It cases were reported
In the U. S. and seven died from
the disease. During 1833. only It
cases snd four deaths were report
ed The rapid improvement came
from a quarantine which was im
posed on shipping parrots and simi
lar birds between the states.

continuous battle to eliminate psitt
acosis In susceptible birds. Infected

been prohibited.

the virus in the laboratory, how
ever, are likely to become Infected

still found.
Psittacosis In human beings I s
something like virus or atypical
pneumonia. Fortunately there Is a
specific test available which can be
used to make the diagnosis defi
nite. So fsr a treatment Is con
cerned, special serum seems to
shorten the course of human psitta
cosis. Quite likely eome antibiotic
similar to penicillin will soon be
found which will still further Im
prove treatment.

apartment in the Shasta View vet
terans' housing project. I had put
my application In three months be
for but even ao, considered myself
fortunste tn getting an apartment
that soon since I reslized how msny
nundred of veteran and their Ism

need of housing.
It wss only recently thst I v. is
informed that there are several non
vetersns living here, among them
county official. It seems to m thst
the men who fought for their coun
try should be given the right they
were promised, especislly In a gov
ernment housing project.
Do you think that these non-veterans
should be allowed to stay In
Shasta View housing while there are
still veterans living In the quon.set
huts and the box car on Mountain
View?
In closing. I would like to point
out that besides th fact that non-
veteran have not earned the right
to be here, It Is also unlawful, since
this housing project Is strictly tor
World War II veterans.
