SHANGHAI, July 1 UP) The
communist military control commis
sion today Hated censorship regula
tions for outgoing news dlspau-hea
during the "miliary period." Another
communist agency announced new
travel rulea for foreigners.
Censorship haa been In effect sev
eral days.
The regulations specify that dis
patches sliould not directly or in
directly report weather conditions,
targets, damage or casualties of
iC'lilnrse nationalist! bombings and
htrafflngs; other security Informa
tion and Hie location of communist
headquarters and bllleta.
Offending words will be struck
out, the commission aald; repealed
violator! will be "appropriately pun
ished." Correspondents have not com
plained about censorship. So far It
has been fair and concerned only
with military security. However,
there have been many complaints
about delays.
Dispatches hava been held up
from two to 80 hours.
Meanwhile, Shanghai's security
bureau announcel regulations gov
ernUig travel by forelgnera In com
munist China.
Heretofore, foreigners have not
been permittee to leave the city.
Those In Nanking and other com
munist cities have been allowed to
travel, within limitations.
Travel time out ol Shanghai will
be limited to two weeks except In
unusual caaea. Only two points can
be visited on a single trip without
special permission.
Permits to leave China now are

suing today to divorce a wife he
thought had died 23 years ago.

Aged Woman Dies
In Portland Jail
PORTLAND, July 16 (JTiA 70-year-old
woman died In a cell at the
city Jail today, a few houra after
ahe maa seen staggering down the
street and arrested for drunkenness.
An Investigation began ta deter
mine the cause of her death. Sgt.
Chester Wiles, on duty In the jail,
said It was possible she had a skull
fracture. He aald there were Indi
cations that she had fallen In the
cell, and struck her head.
