them lightning-caused. The woods
haw not yet dried out sufficiently
to cause a serious hazard, but
with warm sun and summer
winds, it wont be long now until
the situation enters the dangerous
stage.
About that time, people begin going Into the
woods In larger numbers. The Fourth of July week
end usually aees the first burst of trouble from man
caused fires. The next two weeks wtU bring the
beginning of the critical situation that exist all
summer and fall tn our woods and range country.
It it hardly necessary to tell Intelligent people
Vhat precautionary measures to take to prevent fire.
They know that campfires must be fully extinguished,
and burning materials, such aa cigarette butts, must
not be thrown from cars or dropped in open areas
while hiking or horseback riding.
They know, also, that here In the Klamath coun
try, the timber stands are limited, and that they
are extremely valuable to the economic welfare of
our region. As they mature, the tree of the
Klamath country will be cut to provide labor for
our people: they must not be permitted to be
destroyed by fire. Preventing forest fire is more '
Important than ever to us now.
School Voting
REPORTS Indicate tome confusion over the resi
dential qualifications of voter participating In
next Monday' high school election. In that ballot
ing, there win be one contest, that between Mr.
Doris Peyton, Incumbent, and John Schubert, and
interest In the election teem to be somewhat greater
than usual.
Any registered voter living in the Klamath Union
high school district may vote In the high school
election.
While the candidate must come from certain Bones
Mrs. Peyton and Mr. Schubert live In the Altamont
tone the voting Is general over the district. Mrs.
B. C. Johnston, living in the western or Weyerhaeuser
tone, I to be on the ballot without opposition, but in
her case, also, the vote will come from the district
as a whole.
The Klamath Union high school district cover the
entire city of Klamath Falls and a Dig outside area.
Including the southeast suburbs, Weyerhaeuser area
west. Pelican City and Lakeshore drive, and north
ward embracing Algoma.
A large vote tn a school election here would be
unusual, but certainly desirable. More people should
take sufficient interest In school affair to go to
the poll at election time.

I RECEIVED a postcard from a reader who I either
too shy or too cowardly to sign hi name to his
judgment. Nevertheless, what ha write Is Interest
ing because it is Indicative of a total misunder
standing of our constitutional institution, with an
overemphasis on the Importance of the executive
official. Thl 1 what tha card says:
"Your pal, Hirkenlooper, doesnt seem to be doing
very well In hi smear attack on Lillenthal, doe

The writer apparently doe not understand that
on of tha most important functions of congress is
to Investigate conditions In the United State with a
view to perfecting legislation. As a matter of fact,
every executive of government should be under con
stant scrutiny by congress, particularly when his of
fice. Including the presidency, come up for ap
propriations. The founding fathers were extraor
dinarily wis and prescient when they placed the
power of the pure In congress and the power of
confirmation la tha senate because they thus assured
that executive officer of government would not be
able to do secretly what the people would not have
them do publicly. Also the senate wa given the
power of ratification of treaties, which they also
may withhold, thus making It difficult. If not Ira
possible, for the president to pursue his private
ends or personal whims In foreign relations.
Evasion
SOMETIMES executive officials evade these pro
tective provisions. For Instance. Mr. Roosevelt
entered Into a series of agreements at Teheran and
Yalta which were not In treaty form and therefore
were never ratified by the senate. Concerning the
Teheran agreements, he made the folio mg untrue
statements:
"Of course, we made some commitments. We most
certainly committed ourselves to very specific mili
tary plans which require the use of all allied forces
to bring about the defeat of our enemies at the
earliest possible tune.
"But there were no secret treaties or political
or financial commitments."
Had he been required to put the Crimean i Yalta)
arrangements In the form of a treaty, the Far
Eastern terms, particularly those giving to Soviet
Russia Japan's rights in Manchuria and possession
of the Kurile Islands, that treaty would never
have been ratified by the senate.
In the matter of the atomic energy commission,
the situation Is even tighter. Congress, by the bill
bringing this commission into existence, appointed
a permanent watch-dog committee, to supervise the
work of the commission. This committee of con
gress Is entitled, by law, to all the data available
to the commission and It I empowered at all time
to scrutinize every act of the commission. The com
missioners are required, by law. to tell the con
gressional committee the truth, by which is meant
the whole truth.
The current Investigation of Mr. Lillenthal con
duct of hi office Is then routine. It Involves no
smear of David Lillenthal but a check upon his
conduct of office. If be chooses to regard that as a
smear. If he chooses to use his publicity facilities
so to describe It, If he chooses to accept any scrutiny
of his conduct as a personal Indictment, that Is a
reflection on his character and not upon the con
gressional committee nor upon Its statutory rights,

IT I of the utmost Importance that this be under
stood because our liberties depend upon keeping
executive officials In check. Congress may sometimes
hit out blindly In the course of an Inquiry and
hurt an Innocent person. On balance, this" evil
has been trifling, except for tha particular Individ
ual, compared with tha great good done by con
gressional committees.
This (1st congress ha proved Itself to be an
unusually competent and wise congress. It has
studied legislation with meticulous care. It has
restrained itself and executive officials with re
markable fortitude aa compared with other eon
greases. It has resisted private and official lobbies
beyond anything that might have been anticipated.
The American political system Is designed tor slow
action. Particular group Interested In particular
measure seek speed, but those who wrote our con
stitution feared speed and established numerous
Impedimenta to unsound Judgment and hasty action.
Mr. Roosevelt managed to rush congress with "must"
legislation. The constitution wisely make no pro
vision for that.
