Aid Proposal
WASHINGTON, April 1 l4 The
While limine said today that Presi
dent Truman la "utterly opposed" to
the "weleome Franro" provision the
house wrote Into the European re
covery plan.
Presidential Serretary Charles G.
Ron so quoted the chief executive
to reporters. He said Mr. Truman
hopes the provision Hill be knocked
nut before congress finally finishes
work on the measure.
Ross volunteered the president's
views at a news conference.
He said he hud talked with Mr.
Truman about the provision to in
clude Spain In ERP. He Added:
"The president is utterly opposed
to that provision.
"He trusts It will be stricken out
In the conference on the bill.

The efforts now beine made to
compromise different bills passed
by the senate and house are known
lu coniiresslonal JanguaR as
"conference."
State department authorities par
ticularly are upset by the section
written Into the bill by the house.
They said It already is having
bad effect In Europe and further
more runs contrary to current policy
on two major points:
1. The air program was designed
to let the 16 cooperating European
nations determine themselves
whether any other nations should
be Invited to participate.
2. As for the Franco regime, pres
ent policy Is to soft pedal denuncia
tions of his government but. on the
other hand, not to rush Into closer
and more frlendlv relations with it.
Busy Ant Theory
Up In Smoke Now
NEW YORK. April 1 Mt All
ants are not busy.
It depends entirely upon which
ant you are watching. American
Museum of Natural History scien

from Panama and a five-month
study of ant behavior there.
They report 40 per cent of the
ants spend their time lolling about

GOP's Worry
OverTruman
Ouster Hove
CHICAGO. April 1 J Some re
publicans began worrying openly
today about the possibility that the
democrats may talk President Tru
man Into giving way to another
presidential nominee.
An assertion by Rep. A. I. Miller
iR-Neb. that balking democrats
are acting "like a pack of maraud
ing Jackals In attempting to tear
down the candidacy of Harry 8.
Truman" was picked up quickly
here bv Warren Wright.
Wright, unofficial manager of a
campaign aimed at landing the
OOP presidential nomination for
Gen. Douglas MneArthur. told a
reporter he would rather see the
general run against President Tru
man than any other available dem
ocrat, lie said he had talked wllh
Miller about tills.
Wright was voicing a view that has
been passed around quietly In (he
camps of other OOP hopefuls such
as Senator Robert A. Taft of Ohio
and Oov. Thomas E. Dewey of New
York. They frankly think Mr. Tru.
mull will be easier to beat ' than
some democrat who could unify his
party.
Some republicans talk of Secre
tary of State Mnrshall as about the
onlv democrat who could step quick
ly into the nominee's shoes should
the president withdraw this, de-
spite Marshall's vigorous rejection
ol previous political pusses.
Dewey, chanuliig trains here to
day on an Invasion of Wisconsin,
was ready to let go with a round
house swing at the president's for
eign policies in a Milwaukee speech
tonight.
