Taft Fears

president of the United States Steel
Corp. Fairless was a witness at a
committee hearing on the 4.85-a-ton-hike
in semi-finished steel an
nounced February 20.
Taft asked Fairless if he did not
think the Increase would encourage
every labor union to ask for more
wages.
"Isn't that the moral effect?" ha
pressed, "hasn't it increased the de
mand for government controls?
"Not unless we make a mountain
out of a molehill," Fairless replied.

These three officers of the 5th field artillery, the local National Guard unit, were commissioned from
the ranks. They are Second Lieutenants Valentine W. Constanto. Laverne C. Leiser and Robert L. Abbey.
The promotions were made on the basis or previous military service which was sufficiently outstanding to
promotion and upon successful completion of examinations. The local unit offers opportunity for former
enlisted men to advance in grade to the commission ranks.
Care In Filling Out Tax Return Urged

approximately 190.000 Oregomans
used the withholding statements. ;
form W-2. as income tax returns. I
In addition, a large number of forms
W-2 were returned to taxpayers who j
overlooked the instruction that this
form could not be used if the !
separate or combined gross incomes
were S5000 or over, or income not
subject to withholding was more
than $100. In many instances, ine
tax was incorrectly computed, or
refund checks were issued and went
astray because taxpayers did not
follow the .directions appearing on
the back of the employee s copy ot
Form W-2. 'i
The collector's office is required
to compute the tax to the taxpayer's
advantage: and to do this it is nec
essary that the employe furnish the
required information. Before send
ing in a Form W-2. the loliowing
items should be checked to be. sure
that it is in order:
1 If address changed, please en
ter new address. -
2 Complete lines 1 to 3, inclusive.
3 If married, answer questions
4 (a) (b) to.
4 Check? information regarding
dependents, if you have any.
5 Check to see that, form is
signed.
6 Do not furnish payroll receipts
or memorandum. IT you do not have
Forms W-2 from each employer,
you must file on Form 1040.
Attention to these simple details
is your insurance against errors in
the tax you may be asked to pay. or
delay in receiving a refund, if the
withholding is in excess of the tax.
For instance: over 20.000 taxpayers
failed to enter correct addresses on
Form W-2. The collector's office.
through use of addresses shown on
the envelopes in which the forms
were mailed or in letters or mem
oranda, was able to correct the ma
jority of these errors, but more than
8000 refund checks went astray be
cause the taxpayers had moved from
the addresses shown on the with
holding statements. If you wish im
mediate notification of tax due. or
prompt delivery ol a refund check,
you should check the address on
Form W-2 before mailing it in. If
your address has changed, cross out
the old address and write In the new
one.

This year the use of Form W-2 as
a tax return in the case ol married
persons is affected by the passage
of the Oregon community properly
law, which took effect July 5. 1947.
The community property law has no
application to single persons, who
may thus continue to use the with
holding statement in the same man
ner as in former years.
There are a few changes, however,
applicable to married persons w-ho
use Forms W-2, due to the treatment
of compensation earned after July
4, as community income divisible
equally between husband and wife.
Because Oregon joined the commun
ity property states, of which there
previously were nine, the rule en
forced in those states, prohibiting
the use of Form W-2 as the separate
returns of husbands and wives, now
applies to Oregon. Thus, married
persons may no longer use Forms
W-2 to file separate returns. All
separate returns of husbands and
wives must be filed on Form 10-10.
Married couples may continue to
file joint returns through the use of
Form W-2. providing the combined
gross income is less than $5000. and
income not subject to withholding
is not more than $100. There will be
no tax benefit arising from the com
munity property law, if the com
bined gross income is less than
$3000. However, if the combined
gross income is over $3000 there may
be a tax benefit. So that the collec
tor's office may compute the least
tax or the larger refund, there
should be entered on line 4 ci of
Form W-2, the separate income of
each spouse computed in accordance
with the community property law.

Assuming that the husband earned
$1842 to July 5. and $1830 thereafter,
and the wife earned $625 to July 5
and $615 for the balance of the year:

come tax returns, some 200.000 of
which will be filed through the use
of Form W-2. The services of a large
number of clerks and typists, who
otherwise could be used in expedit
ing the processing of refunds, must
be diverted to correspondence with
taxpayers who. send In Forms W-2
without supplying information es
sential to a correct computation of
the tax. or refund. If you intend to
use Form W-2. look it over carefully
before you mail it in. and be sure
it Is complete in all particulars.
