MOSCOW seems to have soft-pedaled temporarily
the violent red tactics aimed at establishment
ol communist governments In Italy and Franc.
The general strategy of course remains the same.
This Is to Soviet! w these two strategically Important
countries whose control would bring Russia immeasur
ably nearer her goal of dominating Western as well
as Eastern Europe.
France Quiet
FOR some weeks things have been relatively quiet
in Trance after a long period of violence and
disorganisation due to bolshevtst strong-arm methods.
Now we have the unusual development of a peace
truce in Italy among the warring political parties,
pending the election for the republic's first parliament
on April 18. This pact provides for a campaign "with
out hate" and for abstenslon from the use of force,
which caused more than a score of deaths and much
property destruction during the latter part of 1947.
The most unusual and consequently significant
aspect of the situation Is that the truce ifor what it is
worth) was proposed by Umberto Terracinl. communist
president of the recently adjourned constituent as
sembly. The fact that It Is a communist move em
phasizes the likelihood that It represents a Moscow
order to tread Ughtly for the moment.
The meaning of this. In my view, is that the com
munists are going to pursue the course of least re
sistance pending political developments In Italy and
France. They are gambling that a swing of fortune
In elections may give them the control they want
without their having to employ force. That would
endow them with a beneficence which would be calcu
lated to win friends in other Western European
countries.
No Armed Force
THEN there's another point to which I called at
tention In yesterday's column. Bolshevist tactics
which were possible in countries of Eastern Europe,
under Russian military occupation, can't be used in
Western Europe where the reds have no armed forces.
So the communists must move more circumspectly in
their campaigns In Italy and France, and It wouldn't
be surprising if there is a period of comparative calm
In those countries for a bit This doesn't mean that
the disruptive tactics of the reds will cease, but
rather that they will work quietly and by indirection
as they are doing in the United States and in many
other countries of the western hemisphere.
However, strikes and political strife and politico
economic sabotage will continue as a prelude to the
ultimate all-out effort to establish Soviet regimes.
Of this we may be sure: the communists will go all
out to prevent the Marshall plan from working. If
they can't do this through control of the French and
aU&n governments, then most assuredly strong-arm
methods will be employed.

ARNOLD TOYNBEE, In his masterly study of civi
lization, places the United States in the western
society, which Is a civilisation mainly of Roman Catho
lic aad Protestant Christians living In the area that
was once the Roman Empire in Europe. These west-
em peoples tend toward an acceptance of democracy.
which Toynbee. in his "A Btudy of History," describes
"as a short title for responsible parliamentary repre
sentative government In a sovereign independent na
tional state." Despotism does not long thrive among
these peoples, although occasionally thry recede Into
that condition.
The United States has. however, had a unique de
velopment within that society. For whereas Europe
has always tin known history) been occupied by in
digenous elements that are constantly conquering or
being conquered and assimllutrd. the early migrants
to Uie North American continent found here a com
paratively vacant area, except for scattered primitive
communities of North American Indians, in which
it was possible for them to divest themselves of many
European Impediments to the assertion of Individual
liberty. Feudalism, for instance, never existed In this
country.
Primary Concern
PERSONAL liberty thus became the primary concern
of the early American. He was forced by cir
cumstances of a pioneer existence, and later as an
isolated farmer or woodsman or hunter or .rancher In
sparsely populated areas. To function as an Individual,
to live more in fear of God's invisible authority than
under the police authority of man's law. He lived
In the dignity and goodness of one individual man,
more concerned with his conscience than the police
man's baton. The early traditions remained even
when the empty places were filled by Immigrants
from some 50 countries and when a vast and concen
trated industry shifted the centers of population from
rural communities to urban slums.
This passion for individual liberty is the distinctive I
characteristic of American civilization, where a class
less society recognized the rights neither of majorities i
nor minorities, of political parties nor of aristocracies
of birth or wealth or Intelligence but only the rights
of one individual, who stood before God and the law.

wise or dumo. skilled or unlettered, competent or lazy,
possesses all the political and Juridicial rights of
anybody else. Einstein and "Lefty Louie." whoever he
may be, have one vote each.
Up to 1933, no one seriously questioned this doctrine
of the rights of the individual, since then, we have
been discussing group rights, majority and minority
rights. Such a phrase has crept into our language
as "human rights," by which is meant something nebu
lously different from the rights of the Individual. Citi
zenship has become associated with creed and origin
as, for Instance, the special rights of the foreign
born and pressures are produced on the whole com
munity in the interest of what is called racial or re
ligious groups the former being generally unprovable
and the latter should. In the American system, be
strictly private.
These departures of the American concept of the
place of the Individual In American life became asso
ciated with an emphasis on the Marxian class struggle
("one-third of the nation") and with class hatred
("princes of plenty"). It was exploited politically to
produce and prolong power.
21 Civilizations
To return to Toynbee. he calls attention to the ex
istence, in 6.000 years of history, of 31 civilizations of
which seven remain today in competition for survival
Each assumes its own superiority, but each faces the
.fact that 14 great societies of men have died. Why
did they die?
Toynbee says:
"... we know of no case in which the goal of hu
man endeavors has been attained yet, while on the
other hand we know of fourteen cases in which at
tempts to attain the goal are proved to have failed
Irretrievably by the fact that the societies which made
them have become extinct. The possibility of attain
ing the goal is still an open question in the seven cases
of the civilizations that are still alive . . ."
What probably happened is that these societies
reached a state where they had nothing to live for.
They had lost their ideals. They had forgotten their
goals. They had left themselves without beliefs, faiths
or hopes. And so they died. It is something to think
about In this extraordinarily vulgar and confused era.

Holiday Set
George Washington's birthday,
February 22, falling on a Sunday,
will be observed as a holiday on
Monday by various business houses
and office buildings In Klamath
Falls.
Both the courthouse and city hall
will be closed, the city council which

have a regular meeting on Tuesday
